INITIAL STATEMENT (1) Public Utility District No. 1 of Snohomish County("PUD"or "Applicant"), on behalf of itself and co-licensee City of Everett, Washington,' applies to the Federal Energy Regulatory Commission ("Commission"or"FERC") for an amendment of license for the Henry M. Jackson Hydroelectric Project ("Jackson Project" or"Project"). The proposed amendment is a non-capacity related amendment to delete a 3.79 mile 115 kV single circuit transmission line("South Line") from the license. The South Line is no longer used solely to transmit power from the Project to the interconnected grid and would be part of the PUD's interconnected transmission system even if the Project were not to exist. Consequently, the South Line is not a"primary line"under § 3(11) of the Federal Power Act, 16 U.S.C. § 796(11) (2000).
