5 <br /> accomplish this,the BPA Snohomish substation has a bus-sectionalizing breaker that <br /> separates the North Line and the South Line, allowing BPA to transmit power over either <br /> circuit. Because the South Line is used to transmit power from both project and non- <br /> project sources, it is not used solely for the transmission of power from the Jackson <br /> Project and should be removed from the project description and boundary. <br /> Once the South Line has been removed from the Project boundary, the Jackson <br /> Project primary line description would end at the circuit breaker within the switchyard. <br /> The Jackson Project would connect to the grid through three breakers: 1776 (Pelton <br /> turbine); 1777 (Pelton turbine); and 1778 (both Francis turbines) allowing transmission of <br /> the Jackson Project power to market. <br /> IV. CONSULTATION <br /> Consistent with 18 C.F.R. § 4.38, the PUD has identified no resource agencies or <br /> Indian tribes whose interests would be likely to be affected by the proposed amendment. <br /> V. CONCLUSION <br /> For the reasons stated above,the South Line is no longer part of the primary line <br /> for the Jackson Project and accordingly,the PUD respectfully requests that the <br /> Commission approve the foregoing amendment removing the 3.79 mile length of the <br /> South Line from the Jackson Project license. <br /> Respectfully submitted, <br /> Michael A.
