INITIAL STATEMENT <br /> (1) Public Utility District No. 1 of Snohomish County("PUD"or <br /> "Applicant"),on behalf of itself and co-licensee City of Everett, Washington, applies to <br /> the Federal Energy Regulatory Commission("Commission" or"FERC") for an <br /> amendment of license for the Henry M. Jackson Hydroelectric Project ("Jackson Project" <br /> or"Project"). The proposed amendment is a non-capacity related amendment to conform <br /> the Project Recreation Plan to certain security measures instituted at the Project in <br /> response to the events of September 11, 2001. These measures, which are described in <br /> greater detail below and in Appendix A,consist of specific limitations placed on public <br /> access to certain sites presently within the FERC-approved Recreation Plan. The public <br /> will retain access to all other recreational opportunities at the Project not subject to the <br /> limitations. The proposed amendment will allow the Applicant to keep in place enhanced <br /> security measures at the Jackson Project,which serves as a source of clean, renewable <br /> electricity for the region and the primary source of drinking water for the City of Everett <br /> and Snohomish County. <br /> (2) The exact name,business address, and telephone number of the Applicant <br /> is: <br /> 24 <br />
