5 <br /> will remain available to hikers,off-road vehicle users, mountain bikers, and equestrians <br /> via the gated Pilchuck River PK-ML Road. <br /> Recreation Site 8, located on the North Shore,will still be accessible to the public <br /> from the gated Pilchuck River PK-ML Road system, and the PUD's records show the <br /> public currently uses the Pilchuck River road system to access the North Shore. Among <br /> the benefits of Recreation Site 8 are the remote nature of the site and the fact that it is <br /> frequently used by off-road recreationists. Those benefits will not be reduced by the <br /> proposed amendment. Further, this proposed change will not interfere with the public's <br /> access to boat launches and day use picnic areas on the south side of Spada Lake. In fact, <br /> none of the other recreation sites would be affected by the restriction in public access <br /> proposed in this amendment. <br /> A more detailed description of the Project security measures is contained in <br /> Appendix A. Recreation site maps and drawings have been revised in accordance with <br /> these measures and are attached to this application as Appendix B. The information set <br /> forth in these appendices consists of Critical Energy Infrastructure Information, including <br /> maps of the Jackson Project, facility diagrams, and detailed descriptive information <br /> regarding the PUD's "production, generation,transportation, transmission, or distribution <br /> of energy," at the Jackson Project, 18 C.F.R. § 388.113(c)(1)(i), and concerns matters of <br /> security,public health and safety. See id. § 388.113(c)(2). Accordingly, these <br /> appendices are being filed separately in Volume 2 in accordance with the Commission's <br /> regulations. See 18 C.F.R. § 388.112 <br /> 28 5 <br />
