5 <br /> the above security measures are likely to be in effect long-term 4 FERC's HSP requires <br /> licensees to seek modifications to project recreation plans or other license requirements <br /> as a result of permanent security-related measures undertaken in response to the events of <br /> September 11,2001.5 <br /> The proposed amendments to the Recreation Plan are reasonable, and are in <br /> compliance with the recommendations of the FERC-required Project Vulnerability <br /> Assessment. These measures substantially increase the Jackson Project's security <br /> without unnecessarily inconveniencing recreational activity at the project site. <br /> The recreation facilities at Recreation Site 6, Culmback Dam, are minimal. The <br /> site offers a scenic overlook of Culmback Dam and Spada Lake with ten parking spots, <br /> viewing benches, vault toilets and trash containers.The site is not a destination location <br /> for the recreating public, and allows no access to Spada Lake or other recreation <br /> opportunities. <br /> Site 7, the Pilchuck Entry, originally provided only directional signs for those <br /> entering the basin from the PK-ML Road. No amenities are provided at Site 7, and <br /> signage at this location is subject to persistent destructive vandalism. Access to Site 7 <br /> 4 Under this provision,the PUD proposes to restrict access to all south shore <br /> recreation sites during high levels of national threat(Code Orange or Code Red)by <br /> closure of the gates near Recreation Site 1, Olney Pass. This restriction would <br /> temporarily affect public access to Recreation Sites 1-5 and Forest Service lands below <br /> Culmback Dam. Recreation Sites 7 and 8 would remain open, subject to the proposed <br /> changes described above. A sign providing notice of the closure of the south shore <br /> recreation sites and the national security reason for the closure would be posted on the <br /> gates at Olney Pass and at the bottom of the Sultan Basin Road,just off Highway 2. This <br /> measure would be justified by the high level of threat but would be expected to operate <br /> only for the duration of Code Orange or Code Red alerts, and therefore would not require <br /> an amendment to the license. <br /> 5 HSP Revision 1 at 4, 10 (requiring long-term security measures affecting <br /> recreation and project use to be coordinated with FERC). <br /> 4 27 <br />
