The VA's recommended physical risk reduction measures included installing <br /> hardened vehicle gates at each of the two Project entrances (Olney Pass and the <br /> Department of Natural Resource's (DNR)Pilchuck Mainline Road (PK-ML Road);8 <br /> installing a hardened fence and gate access to the intake tower bridge; replacing turbine <br /> doors with a rated door with recessed hinges; and installing obscuration fencing at. <br /> transmitters and receivers, among other measures.9 <br /> Most of the measures the PUD has undertaken in response to the VA do not <br /> conflict with any license articles. However,installation of the hardened vehicle gates <br /> leading to Culmback Dam from both the north and south sides of the reservoir has the <br /> effect of eliminating public access to Culmback Dam Recreation Site 6 and restricting <br /> public access across Culmback Dam to the north or south side of Spada Lake.
