Although the VA anticipated the <br /> impacts to the public of the recommended security measures to be low,10 the Federal <br /> Energy Regulatory Commission's ("FERC's")HSP requires licensees to seek <br /> modifications to project recreation plans or other license requirements as a result of <br /> permanent security-related measures undertaken in response to the events of September <br /> 11, 2001.11 Accordingly,the PUD requests that the Recreation Plan for the Jackson <br /> Project be amended to respond to the VA's recommendation that the PUD install <br /> hardened gates that restrict access to and across Cuimback Dam as follows: <br /> • Eliminate public access to Recreation Site 6, Culmback Dam. This site offers <br /> a scenic overlook of Cuimback Dam and Spada Lake with ten parking spots, <br /> viewing benches, vault toilets and trash containers. The installation of hardened <br /> gates on the S6000 Road north and south of Culmback Dam requires the <br /> elimination of public access to Recreation Site 6. <br /> • Restrict public access from the north or south side of Spada Lake across <br /> Cuimback Dam. This will primarily impact access to north side recreation sites <br /> from the south including Recreation Site 8 (North Shore) and Recreation Site 7 <br /> (Pilchuck Entry). Recreation Site 8 offers two scenic overlooks with twenty-three <br /> parking spots, trails, nine picnic areas with tables, fire pits and firewood,vault <br /> toilets and trash containers. Recreation Site 7 provides only directional signs for <br /> those entering the basin from the PK-ML Road.
