EXHIBIT II <br /> SCOPE OF WORK <br /> Implementation of Commute Trip Reduction (CTR) <br /> Plans and Program <br /> 1. CONTRACTOR AGREES TO: <br /> 1.1. Work to be Performed <br /> 1.1.1. The county or city, whichever applies, has enacted a Commute Trip Reduction <br /> (CTR) ordinance in compliance with RCW 70.94.521-.551. Said ordinance <br /> requires, for example, the submission of employee commuter surveys, employer <br /> annual reports, and other provisions for the tracking of certain vehicle miles traveled <br /> (VMT) and single occupant vehicle (SOV) commute trips, as well as provisions to <br /> assist in the reduction of VMT and SOV. Therefore, the CONTRACTOR agrees to <br /> implement a CTR program and to comply with all provisions of the applicable <br /> county or city ordinance, which is incorporated herein by reference and made a part <br /> of this AGREEMENT and this Scope of Work. <br /> 1.2. Funding Distribution and Reporting <br /> 1.2.1. The CONTRACTOR may distribute funds to its eligible contracting partner(s) <br /> who are implementing CTR plans and ordinances as authorized by RCW 70.94.544, <br /> by entering into agreements with other jurisdictions, local transit agencies, regional <br /> transportation planning organizations, or other eligible organizations. The <br /> CONTRACTOR shall submit to WSDOT within 30 days of execution of any <br /> agreement between the CONTRACTOR and is eligible contracting partner(s): (a) a <br /> list of dollar amounts to be disbursed by the CONTRACTOR to its eligible <br /> contracting partner(s), or (b) a fund dispersion methodology. <br /> 1.3. Implementation Plans <br /> 1.3.1. In addition to complying with Section 1, above, the CONTRACTOR shall <br /> implement all CONTRACTOR provisions in this Scope of Work. Further, the <br /> CONTRACTOR shall incorporate Sections 1 and 3 of the Scope of Work in all <br /> agreements with eligible contracting partner(s), as necessary, to coordinate the <br /> development, implementation, and administration of CTR plans and compliance <br /> with applicable ordinances. <br /> 1.3.2. Appeals, Exemptions, and Modifications <br /> 1.3.3. The CONTRACTOR shall maintain an appeals process consistent with RCW <br /> 70.94.534(6), applicable ordinances, and procedures contained in the Commute Trip <br /> Reduction Task Force Guidelines, which may be obtain from the WSDOT or found <br /> at http://www.wsdot.wa.gov/tdm/tripreduction/CTRguide/default.cfm. The <br /> CONTRACTOR, or its eligible contracting partner(s), shall submit requests for <br /> CTR exemptions or goal modifications to WSDOT for review and comment within <br /> five (5) days of receiving such requests, and shall provide WSDOT five (5) working <br /> days to comment prior to approving or denying the request. <br /> 21 <br /> Page 10 of 16 GCA4579 <br />
