9 <br /> I. Initial drop on all trips, including the first increment of a mile of travel; and <br /> 2. Distance based on uniform increments as prescribed by the city clerk. <br /> F. Discount Rates. All discounts on fares must be filed with the city clerk setting forth <br /> the conditions that must be met to qualify for the discount. All discounts must be <br /> expressed as a percentage discount of the filed rate. <br /> G. Contract Rates. The rates specified in this section for taxicabs and for-hire vehicles <br /> shall not apply to transportation of persons provided pursuant to a written contract <br /> which establishes a fare at a different rate for specified transportation which has been <br /> entered into prior to the passenger's request for transportation and has been approved <br /> by the city clerk; provided,that no contract may include any provision(s) the effect of <br /> which is to directly or indirectly require exclusive use of the transportation services of <br /> the contracting taxicab or for-hire vehicle. The contract shall not exceed one year. <br /> Section 2: Section,19 of Ordinance No. 2297-98 (EMC 5.68.1800),which reads as <br /> follows: <br /> For-hire driver's license— Qualifications. <br /> A. The operation of a for-hire vehicle business is a privilege, not a right. An applicant or <br /> licensee's ability to satisfy stated criteria for a for-hire vehicle business license does <br /> not create a right to a for-hire driver's license. <br /> B. A for-hire driver's license will be denied unless the applicant possesses the following <br /> qualifications: <br /> 1. Must be at least eighteen years of age; <br /> 2. Must possess a valid state of Washington motor vehicle operator's license; <br /> 3. Must be able to read, speak and write the English language; <br /> 4. Must be free from any infirmity of the body or mind which would render the <br /> applicant unfit for safe operation of a motor vehicle; <br /> 5. Must not be found to be addicted to the use of intoxicating liquor, dangerous <br /> drugs or narcotics within two years of the date of application; <br /> 6. Must have submitted to a medical examination at the applicant's expense by a <br /> licensed physician and filed with the city clerk a certificate from said physician <br /> certifying his fitness as a for-hire driver. Such examination shall be required at <br /> least every four years but not for renewals of such license; provided, however, the <br /> city clerk may at any time at her/his discretion require any licensee to be so <br /> examined and to secure such a certificate or renewal thereof, any applicant who <br /> fails to pass a satisfactory medical examination may be re-examined after thirty <br /> days from the date of original examination, and if following such re-examination <br /> the certificate herein required is issued, the applicant may be licensed in <br /> accordance with the provisions of this chapter provided all other requirements are <br /> met; <br /> 5 <br /> 54 <br />
