9 <br /> 7. Must not have been convicted of any felony within ten years preceding the <br /> application, the commission of which is directly related to the applicant's ability <br /> to operate as a for-hire driver, such as crimes of moral turpitude, criminal traffic <br /> offenses, or crimes pertaining to alcohol, controlled substances, prostitution, <br /> gambling, dishonesty or physical violence; <br /> 8. Must not have been convicted of or forfeited bail to an offense involving moral <br /> turpitude, the commission of which would lead the chief of police to reasonably <br /> conclude that the licensee does not possess the good moral character necessary to <br /> operate a for-hire vehicle; <br /> 9. Must not have been convicted of any criminal traffic offense within a period of <br /> two years preceding his application for a for-hire driver's license; <br /> 10. Must not have been found to have committed any traffic infraction within six <br /> months preceding an application for a for-hire driver's license, or found to have <br /> committed any'two traffic infractions within six months preceding an application <br /> for renewal thereof; <br /> 11. Must show proof that he is covered by an insurance policy which meets the <br /> minimum requirements as set forth in this chapter; <br /> 12. Must successfully complete a written examination administered at the time of <br /> initial application and at such other times as required by the city clerk. The <br /> examination will test the applicant's knowledge of the ordinance requirements <br /> dealing with fare determination, driver-passenger relations, conduct including the <br /> applicant's ability to understand oral and written directions in the English <br /> language, vehicle safety requirements and driver regulations, and a satisfactory <br /> geographic knowledge of the city; and <br /> 13. Must not have been convicted of a crime for which he is required to register as a <br /> sex offender pursuant to RCW 9A.44.130. <br /> Be and the same is hereby amended to read as follows: <br /> For-hire driver's license—Qualifications. <br /> A. The operation of a for-hire vehicle business is a privilege, not a right. An applicant or <br /> licensee's ability to satisfy stated criteria for a for-hire vehicle business license does <br /> not create a right to a for-hire driver's license. <br /> B. A for-hire driver's license will be denied unless the applicant possesses the following <br /> qualifications: <br /> 1. Must be at least eighteen years of age; <br /> 2. Must possess a valid state of Washington motor vehicle operator's license; <br /> 3. Must be able to read, speak and write the English language; <br /> 4. Must be free from any infirmity of the body or mind which would render the <br /> applicant unfit for safe operation of a motor vehicle; <br /> 6 <br /> 55 <br />
