Outfalls are part of this system to provide relief during extreme rainfall events. Regulations limit <br /> combined sewer overflows (CSOs) for each outfall to an average of one event per year over a five year <br /> period. In 2002 the City of Everett entered into a grant agreement with the Environmental Protection <br /> Agency (USEPA). The USEPA matched local funds for the planning and predesign of improvements to <br /> four uncontrolled outfalls along Port Gardner Bay. The City also entered into a Professional Services <br /> Agreement with HDR Engineering to complete the CSO Facility Planning and Predesign on December 11, <br /> 2002. <br /> The CSO Control Facility Plan Update was completed by HDR Engineering in 2003. Final Department of <br /> Ecology approval of the Update was held pending the completion of the environmental review process. <br /> Additionally the federal environmental review process was a requirement of the federal grant. Now the <br /> federal environmental review process is complete and the project can proceed to predesign. Amendment <br /> No. 1 was a no cost amendment to the professional services agreement with HDR Engineering approved on <br /> October 29, 2003. Amendment No. 2 is a no cost extension of the contract with HDR Engineering to <br /> complete predesign services by September 1, 2006. <br /> RECOMMENDATION: <br /> Authorize the Mayor to sign Amendment No. 2 to the City of Everett CSO Facility Planning and Pre-Design <br /> professional services agreement with HDR Engineering that extends the completion date to September 1, <br /> 2006. 2 5 <br />
