EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET
PROJECT TITLE:
Amendments to site plan for Consent COUNCIL BILL #
Resolution No. 4123 Action Originating Department Planning Dept
authorizing gasoline sales at First Reading Contact Person Dave Tyler
existing Costco store Second Reading Phone Number (425) 257-7155
Third Reading FOR AGENDA OF 11/30/05
11/30/05 Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s) Approval
10200— 19th Ave. SE Hearing Examiner Hearing Examiner Planning/Community
Recommendation to City Recommendation, Development, Legal
Council dated 09/29/05 Resolution, Site Plan,
SEPA MDNS #03-027,
Amount Budgeted
Expenditure Required Account Number(s):
Budget Remaining
Additional Required
DETAILED SUMMARY STATEMENT:
Costco Wholesale requested amendments to the approved site plan for Resolution No. 4123, including
construction of a new gasoline sales facility. The Silver Lake Costco Store received formal land use approval
from the City of Everett City Council in June 1995. This decision allowed construction of a 156,000
retail/wholesale warehouse with 805 parking stalls. The Resolution of Intent to Rezone that was adopted by
the Council contained specific language allowing minor revisions to the approved site plan: The proposed
changes include a new fueling facility on the site, modifications of existing storm drainage facilities, and
filling of a portion of an on-site wetland. The City determined that the changes are not minor. The addition
of a fueling facility would intensify use of the site and impact storm water facilities and environmentally
sensitive areas. The city determined that the environmental impacts can be adequately mitigated (see Notice
of Decision and Final Mitigated Determination of Non-Significance).
RECOMMENDATION (Exact action requested of Council):
Adopt Resolution authorizing modifications to the approved site plan for Resolution No. 4123 and imposing
new conditions on the gasoline fueling facility and related site modifications.
43
