y A.Y*M1 : Sr;-,,,,4f44"7/.:44., -- NOTICE OF DECISION AND REVISED FINAL MITIGATED DETERMINATION OF NON-SIGNIFICANCE SEPA #03-027 Rezone #03-002 Costco Gasoline Fuel Station August 30, 2005 Description of Proposal: The proposed action is issuance of building and public works permits to allow construction of a new retail gasoline facility at the existing Costco site at the corner of 19th Ave. SE and 102nd Street SE. The proposal involves a rezone application and amendment to Resolution#4123 (Costco Rezone). The amendment would allow alterations to the approved site plan, including revised parking configuration, storm drainage system, and wetland mitigation. The proposal includes the following elements: • Reconfiguration of a portion of the parking area, resulting in a net loss of 7 parking stalls; • Impacts of up to 0.17 acre (7,364 square feet) on a Category II wetland, and on-site wetland mitigation; • Reconfiguration of the existing storm drainage system to provide detention, water quality treatment, and remove concentrations of phosphorous; This project has provided a water quality analysis and wetland mitigation study that supplement the studies provided for the Costco Environmental Impact Statement dated August 1994.
