9 <br /> The environmental impacts of this proposal are documented in the Environmental Checklist and <br /> other information on file with the City. The listed requirements are placed in response to our review <br /> of this information: <br /> AGENCIES WITH JURISDICTION: <br /> 1. A Notice of Construction must be obtained from the Puget Sound Clean Air Agency for the <br /> installation of underground fuel tanks. <br /> MITIGATION OF ADVERSE IMPACTS BY SEPA <br /> 1. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> (SEPA Earth, Land and Shoreline Use Policies.) <br /> 2. The new driveway to 19th Avenue SE must be restricted to right turns only. (SEPA <br /> Transportation Policies) <br /> 3. A traffic mitigation fee of$133,200 is required prior to issuance of the first building permit. <br /> (SEPA Transportation Policies) <br /> 4. The Applicant's traffic study must be updated to provide a level of service analysis at the intersection <br /> of 19th Ave./104th St. S.E. (SEPA Transportation Policies) <br /> 5. 19th Avenue S.E. is designated as a "Gateway" corridor in the City's Comprehensive Plan. <br /> The Comprehensive Plan states, "Because Everett wants to develop and promote an <br /> attractive image, all entry corridors into the City should be designated as "Gateways" and <br /> standards should be applied to developments along such "Gateways" relating to building <br /> design, landscaping, signage, outdoor storage and other aesthetic considerations that will <br /> serve to upgrade Everett's image." To meet the intent of the policy, landscaping in excess of <br /> Type III must be provided along the proposal's frontage on i i1' Avenue S.E. Existing <br /> landscaping may be used to satisfy this requirement. <br /> Note: The plans submitted with the applicatipn indicate that a substantial amount of <br /> existing landscaping would be removed from the parking lot and entryways immediately <br /> west of the proposed fueling facility, and along the property's frontage on 102"d Street S.E. <br /> This landscaping consists of trees and shrubs that were planted approximately 10 years ago <br /> when the Costco store was first constructed and provides a substantial amenity to the site. <br /> Either the existing landscaping must be relocated, or if this is not feasible, then new trees <br /> and shrubs must be installed to replace what is removed. The new landscaping shall exceed <br /> Type III requirements of the Zoning Code (i.e., larger plants, closer spacing). A landscape <br /> plan must be submitted for review and approval in conjunction with the building permit <br /> application. This plan shall specify all landscaping to be installed and removed. This proposal involves filling of 1,994 square feet of a Category II wetland and an additional <br /> wetland impact of 5,370 square feet as a result of modifications to the existing parking lot. <br /> - 48 EXHIBIT #= <br /> PAGE OF Il <br />
