• 9 <br /> These impacts shall be compensated at a minimum mitigation ratio of 2.6:1. Wetland <br /> mitigation shall be performed consistent with the Preliminary Mitigation and Planting Plan <br /> by Shapiro and Associates dated April 21, 2004. (SEPA Water Policies, Plants and Animals <br /> Policies) <br /> 7. A final wetland mitigation plan shall be provided to the Planning Department prior to <br /> issuance of any construction permits. (SEPA Water Policies, Plants and Animals Policies) <br /> 8. A Stormwater Management Inc. StormFilter shall be added to the storm water treatment <br /> systems in each of the Silver Lake subbasin(east and south) to increase the phosphorus <br /> removal efficiencies of the storm water treatment systems. (SEPA Water Policies) <br /> 9. The south drainage basin storm water treatment facilities shall be unaltered with the <br /> exception of the addition of a StormFilter as part of the treatment train. (SEPA Water <br /> Policies) <br /> 10. The east drainage basin storm water treatment facilities will be altered as a result of this <br /> project. At a minimum, the resulting wetvault/wetpond and biofiltration swale shall meet all <br /> current City standards. In addition, a StormFilter shall be added to the storm water treatment <br /> train. (SEPA Water Policies) <br /> 11. Storm water pumps are discouraged in the City of Everett and are generally not allowed if <br /> gravity flow systems are feasible and practical. However; <br /> a. If a gravity system is infeasible or impractical for a facility which will be privately <br /> maintained, storm water may be pumped to a storm water treatment system provided <br /> that pump failure does not result in the release of undetained storm water flows from <br /> the site (i.e., the pump chamber is located downstream or upstream of the control <br /> structure such that detention occurs in accordance with City standards regardless of <br /> whether or not the pump is functioning). <br /> b. Pumps shall only be allowed to provide rate control in very limited circumstances, if <br /> a gravity system cannot be constructed for these situations, the pump station shall <br /> have at least two pumps (which alternate as lead/lag), and must be set up with <br /> auxiliary power, including an automatic transfer switch. The fueling island area must discharge to the sanitary sewer including an oil/water separator <br /> with a minimum displacement volume of 100 gallons to be maintained by the owner <br /> annually. (SEPA Water Policies) <br /> 13. Modification of the east subbasin storm water facilities and wetland expansion could send <br /> sediment-laden storm water downstream if not carefully planned and controlled. Prior to <br /> modification of the existing wetland and/or any storm water treatment facilities, a plan must <br /> be prepared by the applicant and approved by the City that will minimize the possibility of <br /> sediment discharge downstream.
