Wetland mitigation shall be performed consistent with the Preliminary Mitigation and Planting Plan by Shapiro and Associates dated April 21, 2004. StormFilter shall be added to the storm water treatment systems in each of the Silver Lake subbasin(east and south) to increase the phosphorus removal efficiencies of the storm water treatment systems. (SEPA Water Policies) 9. The south drainage basin storm water treatment facilities shall be unaltered with the exception of the addition of a StormFilter as part of the treatment train. (SEPA Water Policies) 10. The east drainage basin storm water treatment facilities will be altered as a result of this project. At a minimum, the resulting wetvault/wetpond and biofiltration swale shall meet all current City standards. In addition, a StormFilter shall be added to the storm water treatment train. (SEPA Water Policies) 11. Storm water pumps are discouraged in the City of Everett and are generally not allowed if gravity flow systems are feasible and practical. However; a. If a gravity system is infeasible or impractical for a facility which will be privately maintained, storm water may be pumped to a storm water treatment system provided that pump failure does not result in the release of undetained storm water flows from the site (i.e., the pump chamber is located downstream or upstream of the control structure such that detention occurs in accordance with City standards regardless of whether or not the pump is functioning). b. Pumps shall only be allowed to provide rate control in very limited circumstances, if a gravity system cannot be constructed for these situations, the pump station shall have at least two pumps (which alternate as lead/lag), and must be set up with auxiliary power, including an automatic transfer switch. The fueling island area must discharge to the sanitary sewer including an oil/water separator with a minimum displacement volume of 100 gallons to be maintained by the owner annually. (SEPA Water Policies) 13. Modification of the east subbasin storm water facilities and wetland expansion could send sediment-laden storm water downstream if not carefully planned and controlled. Prior to modification of the existing wetland and/or any storm water treatment facilities, a plan must be prepared by the applicant and approved by the City that will minimize the possibility of sediment discharge downstream. The plan shall include seasonal limitations, draining of EXHIBIT # Z- 4 9 PAGE 3 OF II
