SPECIAL PROPERTY USE PERMIT APPLICATION <br /> Narrative Statement <br /> 1 . The need of the neighborhood, district or City for a <br /> proposed special property use. <br /> The proponent sees a need in the immediate neighborhood, as well as <br /> in the City of Everett in general for additional full-day child <br /> care. Proponent has researched existing child care facilities , <br /> findicig that the majority are full with waiting lists as of <br /> February 1, 1993 . The majority of day care spots in the north end <br /> of Everett are served through Family Home Day Cares , most of which <br /> are also full with waiting lists . Volunteers of America Child <br /> Resource and Referral Service reports that calls for assistance in <br /> securing care far exceed calls from providers asking for assistance <br /> with filling openings . There are several other churches in the <br /> downtown/north end area which provide half-day preschonl programs , <br /> but only three churches in the entire city which provide full-day <br /> child care; those being Bethany Christian Assembly on Everett <br /> Avenue which is full at this time, First Covenant Church on Rucker <br /> Avenue which is full at this time, and Faith Lutheran Church on <br /> Madison Avenue in South Everett which is full at this time. <br /> Proponent anticipates being at full occupancy within two months of <br /> opening based on previous experience and research. <br /> 2 . The adequacy of streets , utilities and public services <br /> required to serve a proposed use . <br /> The proposed facility on 24th and LomUard is served by Lombard <br /> Avenue to the East, 24th Street to the South and a paved alley to <br /> the West . Proponent is requesting that the City provide a striped <br /> off Loading Zone and Disabled Parking spots on Lombard Avenue <br /> directly in front of the facility. This will provide convenience <br /> for quick drop-offs and handicapped parking for the day care, as <br /> well as for our Sunday morning church services . Day care parents <br /> will bring children in to the facility at the Lombard Avenue <br /> entrance, and. will park either on Lombard or on 24th Street. 24th <br /> Street is generally unused by the neighborhood, particularly in the <br /> early morning and late afternoon hours due to the location of Clark <br /> Park directly across the street to the South and no single family <br /> homes being located in that area . <br /> The proposed facility is served by City of Everett water and sewer, <br /> Washington Natural Gas , P .U.D . No . 1 of Snohomish County, Rubatino <br /> Refuse Removal and Viacom Cablevision . The proponent feels that <br /> the increase usage of utilities caused by the day care operation <br /> should not burden the existing utilities . <br /> The proposed facility is served by Everett Transit with the closest <br /> 1 <br />
