Compatibility of proposed structures and improvements <br /> with surrounding properties , including the size, height, <br /> location, setback and arrangement of all proposed <br /> buildings and facilities , especially as they relate to <br /> light and shadow impacts on more sensitive land uses and <br /> less intensive zones . <br /> There will be no new construction taking place with this proposal , <br /> other than the erection of s fence to create a play yard space on <br /> the east side of the facility facing Lombard. Per our discussion at the Pre-Application meeting, we wi11 <br /> provide a privacy fence (either wood or chain link c.�ith slats ) <br /> along che northerly border of the play area to provide a solid <br /> barrier between the playground and the adjacent single family home <br /> to the riorth. Per our discussion with City of Everett Planning and <br /> Public 'vlorks in the Pre-Apolication meeting, it is the proponent ' s <br /> understanding that the Planning Department views Lombard as a side <br /> yard, rother than a front yard, and therefore a 6 ' fence would be <br /> in compliance . The p�oponent is also aware that the proposed f2nce <br /> line will be in the utility right-of-way and requests permission <br /> from Public Works for a variance from this restriction. The <br /> proponent requests a variance in the location of said fence to be <br /> exempt from the 5 ' setback from property line requirement since <br /> complying with this requirement would not create a large enough <br /> play area to comply with the Department of Social and Health <br /> Services requirement for adequate play space . The proponent feels <br /> that having the fence align with the easterly wall of the church <br /> Uuilding itself would allow us to create a large enough play area <br /> and would not be detrimental to the neighborhood in any way. <br /> 6 . The number, size and location of signs , especially as <br /> they relate to more sensitive land uses . <br /> The proponent proposes to have two signs , both a maximum of 2 ' x <br /> 4 ' , both attached to the privacy fence, one iacing Lombard, and the <br /> other attached to the northerly portion of the fence. <br /> 7 . The landscaging, buffering and screening of buildings , <br /> parking, loading and storage areas , especially as they <br /> relate to more sensitive land uses. <br /> The only landscaping, buffering or screening which is proposed for <br /> this project is that mentioned in No . 5 above, being the provision <br /> 4 <br />
