Compatibility of proposed structures and improvements with surrounding properties , including the size, height, location, setback and arrangement of all proposed buildings and facilities , especially as they relate to light and shadow impacts on more sensitive land uses and less intensive zones . There will be no new construction taking place with this proposal , other than the erection of s fence to create a play yard space on the east side of the facility facing Lombard. We would request that we �e allowed to erect a 6 ' fence in the location shown on the site plar. at*.ached to this application with landscaping and a low brick �sall along the east side of the fence to create a visual buffer. Per our discussion at the Pre-Application meeting, we wi11 provide a privacy fence (either wood or chain link c.�ith slats ) along che northerly border of the play area to provide a solid barrier between the playground and the adjacent single family home to the riorth. Per our discussion with City of Everett Planning and Public 'vlorks in the Pre-Apolication meeting, it is the proponent ' s understanding that the Planning Department views Lombard as a side yard, rother than a front yard, and therefore a 6 ' fence would be in compliance . The p�oponent is also aware that the proposed f2nce line will be in the utility right-of-way and requests permission from Public Works for a variance from this restriction. The proponent requests a variance in the location of said fence to be exempt from the 5 ' setback from property line requirement since complying with this requirement would not create a large enough play area to comply with the Department of Social and Health Services requirement for adequate play space . The proponent feels that having the fence align with the easterly wall of the church Uuilding itself would allow us to create a large enough play area and would not be detrimental to the neighborhood in any way. 6 . The number, size and location of signs , especially as they relate to more sensitive land uses . The proponent proposes to have two signs , both a maximum of 2 ' x 4 ' , both attached to the privacy fence, one iacing Lombard, and the other attached to the northerly portion of the fence. 7 . The landscaging, buffering and screening of buildings , parking, loading and storage areas , especially as they relate to more sensitive land uses. The only landscaping, buffering or screening which is proposed for this project is that mentioned in No . 5 above, being the provision 4
