The generation of nuisance irritants such as noise , <br /> smoke, dust, odor, glare, visual blight or other <br /> undesirable impacts . <br /> This proposal will generate aciditional noise related to the sounds <br /> of children playing, particularly outdoors . The proponent tends to <br /> minimize this impact by limiting the number of children playing in <br /> the play yard space at any one time to 10 , and will provide <br /> adequate adult supervision for those numbers per DSHS standards . <br /> Outdoor play will take place between the hours of 9 : 30 a .m. and <br /> 11 : 30 a.m. , and then again between 2 : 00 p .m. and 6 : 00 p .m. The <br /> proponent also feels that the neighborhood is already conditioned <br /> to the normal noises of children playing due to the location o£ <br /> Clark Park directly across the street to the South. <br /> The proponent does not envision this proposal generating any other <br /> undesirable impacts . <br /> 9 . Consistency with the goals and policies of the Everett <br /> General Plan fur the area and land use designation in <br /> which the property is located. <br /> The proponent feels that a child day care facility is consistent <br /> with a medium-density residential r.eighborhood, particularly one <br /> located close to the downtown corridor and adjacent to a City Park. <br /> This neighborhood is one which has low-to-medium priced homes , a <br /> lot of rentals , and a large number of younger families with small <br /> children. The proponent feels that the r_hild care center will <br /> provide a needed service to the neighborhood, as well as to the <br /> community on a whole, as well as being an outreach ministry of the <br /> church which has been located on the site for near 90 years and has <br /> been an asset to the neighborhood and the community. <br /> :�0 . Comp� iance with the provisions of the Everett Zoning Code <br /> and other City, State and Federal regulations . <br /> The Everett Zoning Code does allow a child care facility in its R-2 <br /> zoned areas, with a Special Property Use Permit. The p:oponent <br /> already is or is in the process of becoming in compliance w'_tk, the <br /> Department of Social and Hea7.th Services regulations , alor,g with <br /> the State Fire Dlarshall and the Snohomish H2alth District, and any <br /> other required agency' s regulations which it may become aware of in <br /> the licensing process . <br /> 11 . Accessibility to public transit, and traffic reduction <br /> measures proposed by the applicant to reduce dependence <br /> of the proposed use on the automobile. <br /> The facility is very accessible to public transit, with the closest <br /> 5 <br />
