Trinity Lutheran Church <br /> SPU #1-93 P�yC �- <br /> S. �arking will be available for the five employees of the proposed day care facility. <br /> The City Traffic Engineer has not required a detailed tra�c study for the proposal <br /> and has not requested any additional mitigation measures for pedestrian and traffic <br /> proposals. The streets are adequate to carry the additional traffic. <br /> 9. EMC 19.34.030 requires that parking studies be prepared for uses which do not <br /> specify a parking requirement. Based on this requirement, the Applicant submitted <br /> that the proposal will need five off-street parking spaces for employees. In addition, <br /> the Applicant submitted that the pick-up and drop-off tra�c could be accommodated <br /> using the loading and unloading area of Lombard Avenue and the unused parking <br /> that is available on 24th Street. The Applicant submitted data supporting <br /> contentions that the peak demand for on-street parking is the middle of the day <br /> between 12:30 p.m. and 2:30 p.m. and that the a.m. and p.m. peaks for drop-off and <br /> pick-up of the children will not be impacted by parking demands. <br /> 10. The City submitted that in addition to the day care facility, thsre is a twelve-step <br /> treatment program for recovering alcoholics which occurs at the church. These <br /> meetings are between noon and 1:00 p.m. Because the parking demands of the <br /> day care facility and the program are different, n� significant impact will result. <br /> Adequate parking can be provided using existing on and off-street parking spaces. <br /> 11. No new structures are proposed other than a fence. The existing church has been <br /> in existence for many years and is compatible with other uses. <br /> 12. A sign will be Iocated on the northeast corner of the property visibie from Lombard <br /> Avenue. The �ign �Nill conform to the provisions of EMC 19.36.170.D. <br /> 13. EM� Chapter 18.35 requires perimeter landscaping for the proposed use. This w�li <br /> include landscaping along the street frontages and interior lot lines. These <br /> � landscaping requirements are unable to be satisfied because of the location of <br /> existing landscaping. The City has thus proposed alternatives to the landscaping <br /> which have been agreed to. Adequate landscaping, buffering, and screening will <br /> result. <br /> 14. No sm,oke, dust, odor, glare, visual blight, or other undesirable impacts will result <br /> with the approval of the Special Property Use Permit. Children playing outside the <br /> area will generate additional noise. However, the noise will be limited because the <br /> number of children playing in the area will he staggered. The property owners in the <br /> general vicinity were informed of the proposed use and notice of the hearing was <br /> given.
