The daycare would <br /> operate with up to a maximum of 27 children <br /> at any given time. No internal improvements <br /> are proposed to the buildinq at this time. <br /> � Exterior site impr�vements would include a <br /> �� fenced play area along Lombard Avenue. <br /> WHERB?,S, af�cer proper notice was given as required by law, a <br /> public hearing was held or. May 6, 1993, before the City of <br /> Everett Land Use Hearing Examiner; and <br /> WfiffitS7�S, after due consideration of the testimony and <br /> I evidence submitted at the public hearing, and as a result of a <br /> personal inspection of the subject property and surrounding <br /> areas, the Hearing Examiner made findings and conclusions and <br /> rendered a decision on May 19, 1993 , to GRANT a Special Property <br /> Use Permit with the following conditions: <br /> 1. Detailed drawings in accordance with City Design and <br /> Co�struction Standards shall be submitted to the Public <br /> Works Department showing site parkinq layout, lands�aping, <br /> utilities, storm drainage, temporary construction erosion <br /> control, and all required improvements in the public right- <br /> of-way. Public Wo.rks Uepartment approval of these drawings <br /> is required prior to any permits being issued. All <br /> improvements shall be completed, approved, and warranted <br /> before Occupancy permits are issued. <br /> 2. A water/sewer connection fee must be �aid at the tiAe of <br /> building permit issuance. <br /> I 3. A parking study prepared by the applicant indicated that the <br /> existing 16 off-street parking stalls, combined with <br /> available on-street parking, would be sufficient far the <br /> proposed daycare. The Traffic Engineer and Planning <br /> Department concur with this finding. <br /> i . <br /> I4. Placement and screening of refuse disposal areas must be� <br /> iprovided per Section 39.080 of the Zoning Code. <br /> I 5.
