October 19, 1986� Memo from Housing Authority <br /> After due consideration of the evidence presented by the Applicant; evidence <br /> elicited during the public hearing; and as the result of the personal <br /> inspection of the subject property and surrounding areas by the Everett <br /> Hearing I]camir.ec, the followin9 findings of fact and conclusions constitute <br /> the basis oE the decision of ,:he Everett Hearing Ex�ninec. <br /> FIDIDINGS OF FAGT <br /> 1. �he Applicant requested a Special Property Use Permit fer the <br /> construction of an eight story senior retirement housing complex with <br /> co�mneccial spac�e and a lobby connection to the existing Broadway <br /> Plaza. In addition, the Applicant proposed expansion of an existing <br /> senior activity center. by an approximate 6,000 square feet. �hese <br /> proposed impcove�nents are located on property at Broadway, Pacific, <br /> Wall and Lombard Avenues in the City �f Etrerett, Washington, and more <br /> particularly described as: <br /> Block 713 excluding Iots 16 thr�ugh 20 and the east 26' <br /> of north 85' of Lot 1, 2, 3 and 4 <br /> (staff report) <br /> 2. 'ihe subject property is a 1.90 acre parcel of land tl�at is zoned C-1, <br /> General Co�mnercial. :Yie properties to the north and east have the same <br /> zoning designation and are developed cortunercially. 'It�e properties to <br /> the soufh are zoned R-5 and B-2 and are developed comnercially and with <br /> a chutch. 'ihe property to the west is zoned C-1 and is developed with <br /> governmental offices and a jail. (stafi repoct) <br /> 3. Pursuant to the provisions of the �erett Municipal Code (IIdC) <br /> 19.58.O10.C.1, a Special Property Use Permit is required because of the <br /> govecnmental nature of the propo�ed faci3ity. In order for a Special <br /> Property Use Permit to be granted, the criteria of EMC 19.SB.OlO.II <br /> (1-3) must be satisfied. 7t�ese criteria include: <br /> A. 7tie proposed use must be reasonably compatible with other uses <br /> and potential uses within the general area in which the use is <br /> proposed to be located; <br /> B. Zhe use must not have a :�rious adverse eEfect on the ecology <br /> and/or enviro�ti�nent of t:ie cc�mnunity; and, <br /> C. �he use must serve the public convenience and necessity. <br /> (administ;ative finding) <br />
