L�erett Housing Authority <br /> SPU 18-88 � <br /> Page -3- <br /> q, q� F�ebruary 2, 1988, the citizens of the City �f E�erett voted 6.6 <br /> million dollacs to construct a senior housing tower of approximately 70 <br /> units and to expand the existing senior activity center with an <br /> additional 6,000 square feet. The requested Special Property Use <br /> pecmit is the implementation of this bond approval. (staff report, <br /> Iaridles testi.mony) <br /> 5. Subn�itted as exhibit 11 at the public hearing was a �ite plan of the <br /> prcposed development. A reduced copy of this site plan is attached <br /> hereto and by this refetence is hereby incorpocated as part of these <br /> Findings. (exhibit 11) <br /> 6, As shown on the site plan, the proposed facility will cro�nect to the <br /> existing senior housing project and the B�oadway Plaza. All parking <br /> for the facility will be coveted parking, inclucling a two story parking <br /> structure or. the northeast corner of the site. Parking will be <br /> provided for 159 vehicles. (Iandles testirtrony) <br /> 7, Access to t}ie site will be off Wall Street and Bcoadway. �e access to <br /> the site off Broadway will be via the new parking ga�age at the <br /> northeast corner. In addition, the alley off Broadway will be used for <br /> ingress fran the north and egress to the south. (Iandles testimony) <br /> g, �ihe pzoposed develognent includes a reco�mnendation that a long term <br /> lease of the nocth/south alley fran the south line of the alley off <br /> Broadway north to south line of an adjoining property owner's prcperty <br /> (shown on site plan as PL2.687) be obtained. �is area, which will be <br /> covered by a ba.lcony and an off-grade lobby, will not provide any type <br /> of access for the vehicles of the public. 'Itie sewer line in t�`�is alley <br /> will 6e upgraded to satisfy requirements of the City of EVerett's <br /> public Works Department. (Kozlovski testi.mony) <br /> 9, 7Y�e proposed construction will xcur in two phases. Accrordin9 to the <br /> City, this will minimize the impact on parking and services during <br /> construction. Phase I will involve the construction of the parking <br /> structure in the northeast corner and the additional rgnodel of the <br /> senior activity center. Phase II will include construction of the <br /> housing towet and the outdoor plaza over the parking. (staff report) <br /> 10. Amenities will be available for tlie residents of the proposed <br /> facility. Indoor recreation will be provided on-site. �ere will also <br /> be an outdoor plaza.
