INFORMATION FOR DEVELOPER: <br />The following information is provided for the developer's <br />benefit. These are not SEPA conditions. All requirements <br />are preliminary in nature, and are based upon the <br />preliminary site plan and the ordinances in effect at time <br />of submittal for SEPA review. The proposal must comply with <br />all ordinances in effect at the time a complete building <br />permit application is filed, including those not <br />specifically set forth herein. (Exception: For vesting <br />under the Zoning Code, please refer to Section 44 of the <br />Zoning Code). Contact the Planning Department for <br />information regarding appeals processes for the requirements <br />listed in this document. <br />1. Construction or substantial progress toward <br />construction of the project must be undertaken within 2 <br />years after final approval of the permit, and completed <br />within five years. If the project has not been <br />completed in this time span, the permit will be <br />reviewed by the Planning Department who will do one of <br />following: extend the permit for one year, or terminate <br />the permit. <br />2. Provide a bike rack and picnic table near the restroom <br />where the trail ends. <br />3. Post "Environmentally Sensitive Area" signs along the <br />edge of the parking lot, trail, and driveway where they <br />abut the edge of Wetland "A" or its buffer. <br />Approximately one sign for every 2G0 feet shall be <br />required. The signs are available from the City of <br />Everett Planning Department. <br />4. Remove the hydro -carbon impacted soils as recommended <br />in the Kleinfelder Environmental Site Assessment study. <br />If any possible archeological data is uncovered during <br />the excavation or development of this project, the <br />applicant must notify the City of Everett Planning <br />Department immediately at 259-8731. Failure to comply <br />with this condition shall be considered a violation of <br />the Shoreline Permit. <br />6. Provide a wetland mitigation plan that is acceptable to <br />the City of Everett Planning Department. The <br />mitigation plan must not only include the creation of <br />the new wetland but also the revegetation of disturbed <br />buffer and a monitoring plan. <br />Provide a temporary construction fence around the areas <br />not to be disturbed prior to grading. <br />
