8. Monitor the site for a. five year period. Monitoring <br />shall include a baseline survey after completion of <br />construction of the wetland and buffers and an <br />assessment of success at the end of the first, second, <br />and fifth years. <br />9. A Public Works permit is required for this project. <br />10. Detailed drawings in accordance with City Development <br />and Construction Standards shall be submitted to the <br />Public Works Department, showing site parking layout, <br />landscaping, utilities, storm drainage, and temporary <br />construction erosion control, and all required <br />improvements in the public right-of-way. Public Works <br />Department approval of these drawings is required <br />prior to any permits being issued. All improvements <br />shall be completed and approved warranted before the <br />Occupancy Permit is issued. <br />11. Parking must be per City Zoning Code and City Design <br />and Construction Standards. <br />12. Any grading/fill on this site shall be done so as to <br />not impact the surrounding properties. <br />13. Special charges for connection to the sewer and water <br />systems in accordance with Ordinance 1171-85 and <br />subsequent revision are applicable. These charges are <br />based on projected water usage and can be substantial. <br />Applicant is ancouiaged to obtain a copy of the <br />Ordinance and determine estimated charges prior to <br />building permit application. The actual charges shall <br />be computed by the Public Works Department per the <br />ordinance in effect at the time and according to the <br />information on the approved plans at the time of <br />building permit issuance. <br />14. No stormwater facilities, including detention <br />facilities or vegetated swales, may be located inside <br />wetland. or stream buffer areas. The plans must not <br />show portions of wetponds and/or other drainage <br />facilities located within the final required wetland <br />buffer areas. If encroachment into the buffer must <br />occur for these facilities, then mitigation for the <br />encroachment or buffer averaging must take place. <br />There must be no restriction in the future as to how <br />these facilities are maintained, as there could be if <br />they were part of a required wetland buffer. <br />1.5. On -site detention of stormwater runoff from impervious <br />areas may be required if stormwater will be discharged <br />to wetlands and the wetland hydrology would be <br />significantly disturbed by the discharge.
