6. Pursuant to the Snohomish County Shoreline Master Program, in a Rural <br />designated area, recreation, roads, railroads, and signs are permitted. The <br />activities at the proposed development will involve recreational activities. The <br />proposed project is a permitted use. <br />7. A paved trail, which is not part of this Shoreline Permit, will enhance the shoreline <br />and will allow the public to have maximum advantage of the shoreline area. The <br />trails will not be for motorized use but strictly for pedestrian use. The proposed trail <br />and the development of the site is consistent with the general regulaticna for <br />recreation on the site. <br />8. A free-standing sign is proposed to mark the name of the park at the entrance and <br />the exit. In addition, additional signs will mark the boundaries of the wetland buffers <br />and the trailheads. No prohibited signs, as set forth in the general regulations of <br />the Snohomish County Shoreline Master Program, will be erected. <br />9. A 48 space parking lot is proposed to be located near the Lowell -Snohomish River <br />Road which fronts the subject property. The parking lot will be closer to the road <br />than the shoreline. All storm drainage, including oil and water separators, will be <br />part of the storm drainage system. There will be landscaping of the parking lot <br />which will be consistent with the natural landscaping in the area. <br />10. Existing wetlands from the site will screen the parking lot from the shoreline and the <br />Lowell -Snohomish Rider Road. The landscaping will provide adequate screening. <br />11. The subject property is designated in the Everett Zoning Cede as a Rural Floodway <br />District. EMC 19.30.030.A.3 permits public recreational U es, including parks and <br />boat launching rampO'. The proposed development will be consistent with these <br />penoitted uses. <br />12. The proposed restroom facility is considered an accessory to the proposed use and <br />is permitted as a conditional use. The City of Everest's Planning Department <br />reviewed the restroom facility pursuant to the Conditional Use Standards of the City <br />of Everett and determined that the standards were satisfied. The restroom facility <br />will not be detrimental to the use of the shoreline. Adequate sewage utilities are <br />available. <br />13. Although `tie proposed restroom facility will have a low flood damage potential, the <br />City is req_a ing it to be flood pioof in accordance with flood protection standards. <br />The regulatory flood protection elevation is approximately 15 feet at this location. <br />The structure will be watertight with malls substantially impermeable to the passage <br />of water. The City submitted that this standard is satisfied by the proposed <br />development. <br />3 <br />
