A Public Works Permit is required for this project. netailed drawings in accordance <br />with City Design and Consm:ction Standards shall F,z submitted ta the Public Works <br />Deparnnent, showing site pazking layout, landscaping, utilities, storm drainage, <br />tcmporary constniction erosion control, and all required improvemenu in the public <br />right-of-way. Public Works Department approval of these drawings is required prior to <br />any perr:ic; being issued. <br />2. Driveway entrance to the lot must be consuucted per City Standard k307 or as modified <br />at the direction of the City of Everett Public Worlcs Tnspector. <br />3. Parking musc be per the Ciry Design and Construcrion Standards for Developmeat which <br />includes paving of the lot. <br />4. Provide iandscaping per the modified landscape plan approved on June 8, 1998. The <br />modified landscape plan requires two additional uees to be planted to the west of the <br />proposed parLing lot. The trees may be deciduous or spreading evergreen. <br />Subsection 38.080.2.b of the Ciry of Everert Zoning Code requires any proposed uses on <br />lcis under 1 acre in the M-2, Tieary Manufacnuing zoae to be evaluated as a Special <br />Propercy Use using Review Process TT. Review Process II involves a written decision by the <br />Ylanning Director to ",..approve, disapprove, or approve with conditions the use proposed <br />by the applicant" (Sec[ion 42. toO.B). <br />The proposed use mus� be evaluated per che following general criteria listed in Subsection <br />41.150 of the City of Evereu Zoning Code; <br />1. The need of the neighborhood, district, or city for a proposed special property use. <br />Findings: The five spaces will be used by employees of Kimberly Clazk . Kimberly <br />Clark provides the majority of its parking for its employees outside the plant's gates. <br />Conclusions: There is a need by ICimberly Clazk erty�loyees for close in pazking to <br />the plant's east gate. <br />2. The adequacy of streets, utilities and public services required to serve a propaseci <br />use. <br />
