Q�a���o� <br />REF: Reasonabie Use Derermination for Paul Stromme, Lot IS, iess westzrly I50 fut, Beverly <br />Acreage Tracu; East of Lower Ridge Road and notth of 76th Street S.W., Ciry of Everett <br />(Taxq 3920-000-18-0100) <br />Dear Steve: <br />On behalf of our client, Paul Svomme, and in response to your review of October 27, 1992. �he <br />following is an application for a reasonable use decision for wnstruction of a single family <br />residence on the above site. <br />'I1ie subjec[ property is the easterly half of Lot t8, Piat of Beverly Acreage'fracts. Lot l8 waz <br />created during the 1922 platting process for the pIa[ and has remained undeveloped since thai <br />time. <br />In keeping with Section 37.040 of Title 19, Everett Municipal Cale (EMC, also known u the <br />Evereu Zoning Code), the environmentaliy sensitive area (ESA) on the site includes: <br />• Pigeon Creek No. 2 and its associated wedands, identified as Category II, which occupy <br />the easterly 60 ro 65 feet of the properry (See Figure l, attached, based on determination <br />by a Loveil-Sauertand & Associates biologist and <br />stopes in excess of 25 percent which extend westerly from ihe associated wetlands to Ne <br />westerly properry boundary (See Figure 2, from the 1969 Aerta! Topographic Map, Ciry <br />of Everett). <br />ESA buffers occupy the remaining areal coverage on the site (37.080 and 37.100. Everett Zoning <br />Code). <br />At the suggestion of ihe Ciry of Everett Planning Department, ihe 1200 squaze foot single farnily <br />residence is proposed for conswction in ihe southwesterly corner of �he site. Notwithstanding <br />die requirements of Section 37, Everett Zoning Code, the proposed location satisfies the front and <br />side yard setback dictared by the Everet[ Zoning Code for the underlying R-2 zoning (Figure 1) <br />and pro�•ides a distance of greater than 25 feet from ihe riparian wetlands of Pigeon Creek No. 2. <br />Due to driveway slope and internal parking considerations, no reduction of front setback is <br />practicable. The proposed location allows retention of an upland area to ihe north of ihe <br />
