The proposed location of the project <br />development is the furthest point from the onsite <br />wetland (southwest corner of lot) and is, therefore, <br />the minimum reduction in setback possible which will <br />allow the proposed resiwence. Tbe Environmentally <br />Sensitive Areas for the balance uf the lot will either <br />be enhanced or left int�:t. <br />4. The inability of the applicant to derive <br />reasonnble econo�ic use of the property is not the <br />result of actions by the applicant in subdividing the <br />property or adjusting a boundary line, thereby creatinq <br />the undevelopable condition after the effective date of <br />this�Ordinance. Thfs is an established legally <br />subdivided lot. It is shown on the City's assessor <br />maps as being -ecorded tax segregation lot O1 of lot 18 <br />of the Beverly Tract, as of the 1975 suudivision <br />ordinance. <br />The entire lot has a 25% slope associated with a <br />riparian wet;and and siream corridor, which classifies <br />it as an Environmentally Sensitive Feature. As such, <br />the property is not developable under tY.e standard <br />provisions of the City's ESA ordinances. Therefore, <br />the applicant has undertaken no action that makes the <br />subject site undevelopable. <br />5. The proposal nitigates the impacts on the <br />environeentally sensitive areas to the �axiaua extent <br />possible. Conditions have been imposed upon the <br />project which will mitigate any potential environmental <br />impacts. These include restoration and replanting of <br />the degraded upper portion of the slope with native <br />species, routing of the sewer line along the base of <br />the existing road and detention pond bei�o, compliance <br />with the recommendations of the project soils report <br />and a recommended execution of a covenant to protect <br />the site�s environmentally sensitive slope area. <br />.• 4, R4.1� �.. <br />The City of Everett Planning Dii•ector hereby_qrants <br />approval of the request by Paul Stromme to allow for the <br />construction of a single family residence (including sewer <br />line extension alonq the public right-of-way) on a 258+ <br />slope associated with a wetland, on Tax Segregation Lot O1 <br />of Lot 18 oL the Beverly Acreage Tracts (Tax A3920-000-18- <br />0100) subject to the following conditions. <br />
