The lot area north and downslope <br />of the proposed residence, including the sewer line <br />corridor to Pigeon Creek, shall be restored and <br />replanted with native species. These species can <br />include Doug Fir, Big-leaf Maple, Red Alder, Red <br />Elderberry and smaller native shrub species such as <br />Ninebark, Indian plum, oceanspray, and Serviceberry. <br />The applicant shall submit a restoration and <br />enhancement (planting) plan, including a program to <br />eliminate Himalayan Blackberry and a monitoring <br />mechanism to ensure establishment of the native <br />species. A standard of 80$ survival rate anu st least <br />90$ to 100$ areal coveraqe at the end of the 5 year <br />monitorinq period shovld be used. If these standards <br />are not met through loss of plantings, then replanting <br />should occur with appropriate spec�es. The applican` <br />shall post a bond sufficient to cover the bost of a <br />five year monitorinq plan and the cost for replaciny at <br />least 208 of the restoration and enhancement plantings. <br />y) Ac� Environ�entally Sensitive Areas (ESl�) covenant �` <br />shall be recorded for the lot area outsi3e of the �� <br />residence footprint (e.g. to the north and east oc the <br />footprint). The building footprint, which shal7. not�� <br />exceed 1200 square feet, and developable area, which GJ <br />shall not exceed 2500 square feet (as shown on Exhibit ��i� <br />I1), shall be limited to the southwest corner of the <br />si�e. <br />The covenant would prohibit any activity or devalopment <br />(includes clearing, gardening, dumping of garden <br />cuttings, trails, structures) within the ESA except for <br />the purpose of rest.oring the area with native plant <br />species. A permanent fence of at least 48" in height <br />shall be installed as shown on the plot nlan to prevent <br />human intrusion into the ESA area. Final fence design <br />shall be approved by the City. Small signs shall be <br />attached to the fence that explain the purpose of the <br />ESA and state that no development shall take place <br />within that area. <br />3) Prior to revegetation oP the habitat area, all <br />Hiaalayan Blackberry end other non-native species shall <br />be reaoved.
