MEMORANDUM <br /> TO: DAVE TYLER <br /> FROM: DENNIS BEICH <br /> DATE: JUNE 24, 1991 <br /> SUBJECT: REASONABLE USE - 216/218 MADISON <br /> Title 37, EMC, allows for the reduction of buffers to streams only through the <br /> Reasonable Use process. <br /> If the request for placement of duplexes on the subject parcel is determined <br /> to be Reasonable Use, the following conditions should be applied: <br /> 1. Allow for reduction of buffer to 12' adjacent to the proposed buildings. <br /> a. The Applicant will slope the banks of Pigeon Creek #2 from the <br /> channel bottom to the edge of 12' buffer. <br /> b. Place a permanent fence at edge of buffer. <br /> c. Revegetate buffer with native vegetation. <br /> 2. The stream buffer will be increased to 30' where it will not impact <br /> proposed buildings. The stream bed and steam banks will be modified <br /> within this stream reach to enhance: <br /> a. Flood storage capacity; <br /> b. Stream meandering (decrease stream velocity); and <br /> c. Vegetation diversity <br /> 3. A 4' setback should be maintained between buffer fence and the proposed <br /> buildings. <br /> 4. Prior to issuance of building permits, the Applicant must provide: <br /> a. An approved stream enhancement plan; <br /> b. An approved revegetation plan; and <br /> c. A Washington State Hydraulic Permit <br /> 668k <br />
