The stream buffer with may be reduced to a minimum of 12 <br /> feet from the proposed building to the property line. Prior <br /> to issuance of occupancy permits for the proposed structure, <br /> the stream banks on the east side of the creek must be <br /> regraded such that the top-of-bank is relocated to the edge <br /> of the applicant's proposed 12 foot buffer. A permanent <br /> fence must be installed along the edge of the buffer prior <br /> to occupancy of the structure. <br /> 2. The stream buffer width must be expanded from 12 feet to 30 <br /> feet from a point located 20 feet south of the southwest <br /> corner of the proposed structure. Within this area, the <br /> stream channel must be regraded as in Condition #1, above. <br /> As an alternative, the stream buffer may be increased to <br /> average 25 feet along the portion of the stream section <br /> located south of a point 10 feet south of the southwest <br /> corner of the proposed residence. This may include use of <br /> existing buffer area on the west side of the stream channel. <br /> In no case shall the buffer width be reduced below 20 feet <br /> in this area along the east side of the stream. <br /> 3 . The stream channel and buffer areas stipulated by Condi- <br /> tion #s 1 and 2 above must be replanted with native <br /> vegetation. Please contact David Tyler at 259-8731 for <br /> information related to plantings recommended within the <br /> stream channel. <br /> 4. In order to permit access to the side of the building for <br /> maintenance purposes, a three to four foot setback must be <br /> established between the edge of the building and the buffer <br /> fence. <br /> 5. Prior to issuance of building permits, the applicant must <br /> provide: <br /> a. An approved stream enhancement plan. At a minimum, the <br /> plan should contain provisions for grading, <br /> sedimentation and erosion control measures, as well as a <br /> typical cross-section of the stream channel depicting <br /> stream bank gradient. The plan should also include a <br /> monitoring element. <br /> b. An approved revegetation plan; <br /> -3- <br />
