Prior to issuance of occupancy permits for the proposed structure, the stream banks on the east side of the creek must be regraded such that the top-of-bank is relocated to the edge of the applicant's proposed 12 foot buffer. A permanent fence must be installed along the edge of the buffer prior to occupancy of the structure. 2. The stream buffer width must be expanded from 12 feet to 30 feet from a point located 20 feet south of the southwest corner of the proposed structure. Within this area, the stream channel must be regraded as in Condition #1, above. As an alternative, the stream buffer may be increased to average 25 feet along the portion of the stream section located south of a point 10 feet south of the southwest corner of the proposed residence. This may include use of existing buffer area on the west side of the stream channel. In no case shall the buffer width be reduced below 20 feet in this area along the east side of the stream. 3 . The stream channel and buffer areas stipulated by Condi- tion #s 1 and 2 above must be replanted with native vegetation. In order to permit access to the side of the building for maintenance purposes, a three to four foot setback must be established between the edge of the building and the buffer fence. 5. Prior to issuance of building permits, the applicant must provide: a. An approved stream enhancement plan. At a minimum, the plan should contain provisions for grading, sedimentation and erosion control measures, as well as a typical cross-section of the stream channel depicting stream bank gradient. The plan should also include a monitoring element. b. An approved revegetation plan; -3-
