The subject lot adjacent to the stream channel <br /> is relatively flat, and vegetation on the site consists of grass <br /> and alder saplings. The stream buffer has been altered in the <br /> past. The applicant provided a proposal that requests reduction <br /> of the stream buffer to 10 feet. As compensation for reduced <br /> buffer width, the applicant proposes to provide native plantings <br /> for a distance of 10 feet from the top of bank along the entire <br /> length of the lot. A planting plan was submitted to the Planning <br /> Department on July 29, 1991 showing details of the proposal. <br /> The applicant's mitigation/enhancement proposal was reviewed by <br /> the Planning and Public Works Departments. <br /> Subsection 37.160.A.2 of the Zoning Code gives the City authority <br /> to require rehabilitation of streams and their buffers that have <br /> been disturbed. Rehabilitation may include ". . .removal of <br /> debris, sediment, vegetation, or other material detrimental to <br /> the area, replanting disturbed vegetation, or by other methods <br /> deemed appropriate by the Planning Director." <br /> rotarr.usrnNS: The Planning Department concurs with the <br /> applicant's stream study regarding classification of Pigeon Creek <br /> No. 2 as a Category III stream. The applicable buffer standard <br /> for a Category III stream is 25 feet, pursuant to Subsection <br /> 37.150.B of the Interim Environmentally Sensitive Areas <br /> Ordinance. <br /> The existing stream corridor and associated buffer have been <br /> disturbed during prior development activity. The steep-walled <br /> stream banks, combined with the linear nature of the stream <br /> channel may lead to rapid stream velocities, which can cause <br /> erosion and sedimentation. In addition, the lack of stream-side <br /> vegetation may adversely affect habitat and stream temperature <br /> values. <br /> The City also concludes that, while the applicant's proposal to <br /> provide plantings within a 10-foot corridor would be beneficial <br /> to overall stream functions and values, it does not allow for <br /> adequate buffer area to protect the stream resource. Therefore, <br /> the applicant must comply with the following conditions: <br /> -2- <br />
