(Exhibit 1, Siddiq tesfimony) <br />21. EMC 19.35.090 requires a minimum 10 foot landscape strip on lots that <br />abut the Interstate : right-of-way. The landscape strip must be plar,ted <br />to City of Everett Type II Landscape Standards that inGude a mix of <br />evergreen and d�iciduous vees tha�t are six feet in height planted at <br />intervals no gre�ter than 20 feet on center. However, the proposed <br />design, as submiYeA by the Applicant, cafls for an approximate eight foot <br />setback from the monopote, a three foot setback from the equipment <br />vault and a!J.5 foot setbeck from Lhe A.C. units along the east property <br />iine of the interstate 5 rir�ht-of-way. With this design, the landscape <br />standards of EMC 19.35.030 cannot be sa+:isfied. (ExhibR 1) <br />22. The Applicant provided visual evidence in the fottn of frve photographs <br />(exhihit 7) that depicted the proiected location of the monopole_ View 1 <br />frorn the southw�sst of the site shows the monepale. However, no <br />residential dev�lopment was located in this particular area where the <br />phatograph was taken. The view of the m�nopole from north of the site <br />would be blocked by the nursing and retirement home stnacture. The <br />views from the west and the south of the site wou!d be screened by <br />mature evergreen trees. The view frort� the east is In;erstate 5, which <br />will be screen�d by the trees. (Exhibif 7, Hunt testimony) <br />Based on these visuals, the Appiicant submitted that iandscaping of the <br />monopole is not �racticai because the monopole will be able to be seen <br />with or without the landscaping. 7he Applicant indicated, however, that <br />because of the large evergreen and deciduous irees on-site a�d U�e <br />loCation of the facility immediately adjacent to the Interstate 5 corridor, <br />the proposed monopole will be developed in a manner that will not <br />negatively impact any vieH�s frorn the surrounding properties. (Hunt <br />testimony) <br />2?. With ;he exception of construction, nuisance irritanis such as noise, <br />smokp, Cust, odor, gl�re, visual blight and other undesirabie irnpact� will <br />not occur. (Exhibit 1) <br />24.
