Cellular telephone activity is increasing within the City of Everett and is <br />particularl�� active along the Int?rstate 5 corridor. The Applican�, a <br />cellular telephone company, has ex{�srienced increased phone call <br />demand of 20% increases over the last several years. These increases <br />indicate a growiny need for this service within the City of Everett. (Hunt <br />tesiimony, Siddiq lestimony) <br />9. Ceilular telephone activity associated with the Boeing Corporation's <br />Everett Plant; Everett Mall, a shopping center, and downtown Everett is <br />at high der �and. In order to satisfy this increasing demand for cellular <br />service, it is imperative that cellular cells be established to carry and <br />send messages. With the placement of the proposed facility on-site, a <br />cell link wiil be established that will aliow the Applicant the ability to <br />provide improved service. (.Hunt testimony) <br />10. The proposed facility is part of the ApplicanYs 800 meaahertz cellular <br />system. This system is not the most intense systern of cellular calls but <br />provides adequate service for the ApplicanY^ cust�rriers. (Hunt <br />testimony) <br />11. The facility, to be located ad;acani to tne nursing and retirernent home, <br />will not genc;rate additional traifir,. The monopole and ant�nna on-site <br />will not place a burden on the City's existing infrastructure. The facility <br />will be unmanned. With the exception of occasional maintenance on- <br />site, no acbive activity will occur on-site. No public services are needod <br />for this facility. (Exhibit 1, Siddiq testimony, Hunr testimony) <br />1;?. Although there will be scme traffic during construction, m2intenance on- <br />site will generate one vehicular trip per month. This activity wiil not <br />create an impact to tra�c in surrounding areas. It will create no public <br />safety issue. There is no need to mitigate impacts relating to these <br />issues. (Siddiq testir,iony) <br />13. Because of the inactivity on-site, there wili be no need for off-street <br />parking. The Applicant wili not be required to submit an on-site <br />c�rculation or site access. (Exhibit 1) <br />i4. The monopole is proposed to be developed on a 1,500 square foot <br />easement or, the 1.7 acre parcel.
