Prior to issuance of any buildinq permiks all street improve- <br />ments to West Mall Drive (PUD right-of-wayl must be completed <br />to Public Works Specifications and Rezone Ordinance #1225-86 <br />with Concomitant Agreement must be recorded at the Snohomish <br />County Auditor's Office. (SEPA Transportation Policies) <br />Specia.l charges for connection to the sewer and water system in <br />accordance with Ordinance 1171-85 are applicable. The actual <br />cost shall be computed by the building Department per the or- <br />dinance in effect at the time and accordinq to the information <br />provided on the approved plans on the date of permit issuance. <br />(SEPA Public Services and Utilities Policies) <br />5. Parking must be per City Zoning Code and City Design and Con- <br />struction Standards. For t�e 381 apa.rtment units proposed, a <br />minimun of 572 parkinq stalis are required. (SEPA Transporta- <br />tion Policies) <br />6. A lan9scape �trip a minimum of 5 feet wide must be provided <br />along the entire frontage between the street and the parking <br />area, except for driveways in compliance with Section <br />19.40.050 of the Zoning Code and Section 1.13 of the Standards <br />and Specifications Manual. The landscaping must consist of <br />a. groundcover over a minimum of 75$ of the area, and <br />b. everqrean trees or shrubs a:ninimum of three feet in <br />height a2 time of planting to number at least 6 for <br />each 100 square feet of required landscape area. <br />The intent of this requirement is to provide screening of t.he <br />parking area and to shield car liqhts from shining into the <br />right-of-way. If berming of the planting areas a minimum of <br />one foot in height above the level of the parking lot is pro- <br />vided, plant heights may be reduced ta 2 feet. (SEPA Aesthet- <br />ics and Light and Glare Policies) <br />7. A minimum of 5� of the parking area must be Iandscaped in com- <br />pliance with Section 19.40.050 of the Zoning Code and Section <br />1.13 of the Standards end Specifications Manual. Plantings <br />must consist of a minimum of 75$ of the area in groundcover <br />and a minimum of 6 evergreen trees or shrubs for each 100 <br />square feet of required landscaped area. Plantings should be <br />minimum of three feet in height at time of planting.
