There is so:ne concern that thc depth of the building foundadons may cause <br />drawdown of the water table near the wedands, especially if pumps may be useci to <br />draw water away from the 8 foundations. the following mformadons should be <br />submitted to the City to help address this concern: <br />* T6ie depth of the footing drains with respect to the wedands; <br />* The soil types and permeabilities between the wedands and the buildings; <br />* The dischazge location of the fofoting drains and the proposed methods of <br />dealing with collected water; <br />* The elevation of the ground water table in the vicinity of the building and <br />near the wetland. <br />d. A buffer a minimum of 50 feet wide is required around the two wedancis on the <br />site. A 10 foot construction se:back is requued frorn the edge of the buffer. A 10 <br />foot setback is also required from the wetpond to allow main�enance of the <br />buildings and fire access, unless othenvise approved by the Fire Marshal. (SEPA <br />Water, and Public Services and Utilities Polic�es) <br />e, Prior to isssuance of any permits, a plan must be approved which shows the <br />existing landscaping in buffer areas, the buffer areas that will need enhancement <br />planting, and a planhng plan for any buffer disturbed during construction (for <br />example those azeas ad�acent to proposed driveways and walkways). (SEPA Water, <br />Plant and Animal Policies) <br />h. <br />Prior to issuance of any permits, a monitoring plan must be reviewed and approved <br />by the Planning Department. The plan must provide for monitoring the wedanJ <br />and buffer vegetation and the weUand hydrology for a minimum of three years. <br />The monitoring plan must include a contmgency plan which discusses potential <br />measures to take if it is determined that the conshUction of the project has impacted <br />the wedand hydrology. The monitoring plan must include photo documentaiton. <br />pn assurance device for the monitoring and contingency plan must be submitted to <br />the planning I)epartment prior to the issuance of occupancy permits. The amount <br />of the assurance device shall be for 110% of the cost of the monitoring and the <br />plantings. (SEPA Water, Plant and Animal, and Public Services and Utilities <br />Policies) <br />Prior to issuance of occupancy permits, tt►e apQlicant's biologist must submit a <br />letter stating that the wetpond and buffer planhngs have been mstalled per approved <br />plans. The City will not be responsible for maintenance of the wetpond azea. <br />(SEPA Water, Pland and Animal, and Public Services and Ulilities Policies) <br />Per City policies, due to the proximiry of the site to environmentally sensitive <br />areas, seasonal limitations will be placed on land alteration activities. Land <br />alteration activities are defined in the �i��'� Ihden �nd Gort_�c�on SL� a ic d <br />�pecifications as Clearing, Grupping, Excavation, Filling, Grading, and <br />Stockpiling. Determination of the exact seasonal limitation period requires site <br />specific mformation generally not available until the project design stage. <br />However, preliminary analys�s using the information avazlable at thts time indicateci <br />that land alteration acbvities on the project site will be restricted to the period <br />between April 1 and October 1. <br />
