�,- <br />AGENCIES WITH JURISDICTION: <br />1. A Hyciraulics Project Approval (HPA) from the State Department �f Fisheries may be <br />requ�red for this project due to its location within the North Creek drainage basin. More <br />stringent detention and water treatment requirements than the City would impose may be <br />placed on the project as a condition of the HPA. A copy of the HPA or a letter from the <br />Department of Fisheries stating that an HPA is not needed should be included along with <br />the plans for Public Works review. <br />2. A National Pollutant Dischazge Elimination System (NPDES) Pexmit, administered by <br />Wa�`dngton State's Departmen. of Ecology, may be reyuired for clearing and grading <br />activities on this site due to its size. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA: <br />1. Any grading/f�i �n this site shall be done so as to not impact the surrounding properties. <br />(SEPA Earth, Land and Shoreline Use Policies). <br />2. Development of the site must not adversely affect the hydrol�gy of the site's wetiands, <br />including surface and subsurface flows. The quantity and rate of water entering the <br />wedands must be determined for current conditions. Under development conditions, a <br />similar rate and quantity of roof drainage or treated runoff must wntinue to be dischazged <br />to the wedan:l(s). Prior to application for building permits and plan review by the Public <br />Works Depaztment, a charactenzadon of the hydrology of the wedand(s) on or adjacent to <br />this project that may be affected by the development of this site must be submitted to and <br />approved by the Planning and Public Works Departments. (SEPA Water and Plant and <br />Ammal, and Public Services and Utilities Policies) <br />4. <br />x 5. <br />The applicant must comply with the provisions of the Conceptual Midgation Plan By David <br />Evans and Associates, Inc. dated Mazch 7, 1991, and the Conceptual Wedand Buffer <br />Enhancement Plan dated January 8, 1993• All other prior agreed wedand mitigation <br />commitments, memoranda and agency comments regazding ttus proposal shall be binding. <br />(SEPA Public Services and Udlities, and Other Policies) <br />On-site detention, vegetatc.3 swales, and a wetpond are required per City Design Standards. <br />(SEPA Public Services and Utilities Policies) <br />Dischuge of water to wetlands should mimic nah►ral discharges as much as is feasible. <br />Where point sourcc discharges do not occur, this type of discharge should be avoided. <br />Techniques that result in dispersed discharge, such as dispersion trenches or buried <br />perforated pipe located at wetland buffer edges, can be used to mimic naturally occuring <br />sheet flow into wetlands. (SEPA EaRh> and Water Policies) <br />a. Proposed vegetated swales must be shown on the required landscaping plan, as well <br />as on Public Works drainage plans. (SEPA Water and Other Policies) <br />x b. No stormwater facilities, including detention facilities or vegetaced swales, shall be <br />locatecl inside idendfied wedands, streams, or their buffer areas. Natural wedands <br />or wedands created for mitigation shall not be used for detention of untreated <br />stormwater. The swales must be designed to help treat all stormwater runofF from <br />�c the site's paved azeas but do not take water from the wedands. (SEPA Water <br />Policies) <br />
