AGENCIES WITH JURISDICTION: <br />� <br />A Hydraulics Project Approval (HPA) from the State Department of Fisheries may be <br />require3 for this project due to its location within the Nor[h Creek drainage basin. More <br />stringent detention and watcr treaVnent requirements than the City would impose may be <br />placed on the project as a condition of the HPA. A copy of the HPA or a letter from the <br />Department of Fisheries stacing ihat an HPA is not needed should be included along with <br />the plans for Public Works review. <br />A National Pollutant Discharge Elimination System (NPDES) Permit, administered by <br />Washington State's Department of Ecology, may be required for ciearing and grading <br />activities on this site due to iu size. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA: <br />Any gradino/fill on this site shall be done so a.; to not impact the surrounding properries. <br />�(SEPA Earth, Land and Shoreline Use PoGcies). <br />��. <br />5� <br />DeveloFment of the site m�ast not adversely affect the hydrology of the site's wedands, <br />including surface and subsurface flows. The quantity and rate of water entering the <br />weUands must be deternuned for current conditions. Under development condiaons, a <br />similar rate and quantity of roof drdinage or treated runoff must condnue to be discharged <br />to the wedand(s). Prior to appiication for uuilding permiu and plan review by the Public <br />Works Department, a charactenzaaon of the hydrology of the wedand(s) on or adjacent te <br />this project that may be affected by the development of this site must be submitted to and <br />approved by the Planning and Public Works Depaztments. (SEPA Water and Plant and <br />Animal, and Public Services and Utilities Policies) <br />The applicant must comply with the provisions of the Conceptual Midgation Plan By David <br />Evans and Associates, Inc. dated Mazch 7, 1991, and the Conceptual Wedand Buffer <br />Enhancement Plan dated January 8, 1993. All other prior agreed wedand mitigarion <br />commitments, memoranda and agency commenu regarding thvs proposal shall be binding. <br />(SEPA Public Services and Utilides, and Other Policies) <br />Qn-site detendon, vegetated swales, and a wetpond aze required per City Design Standards. <br />^(SEPA Public Services and Utilities Policies) <br />,/ Discharge of watEr to wetlands should mimic natural discharges as much as is feasible. <br />. Where point source dischar�es do not occur, this type of dischazge should be avoided. <br />Techniques that result in dispersed dischazge, such as dispersion trenches or buried <br />perforated pipe located at �✓eUand buffer edges, can be used to mimic naturally occuring <br />sheet flow into wedands. (SEPA Earth, and Water Policies) <br />a. Proposed vegetated swales must be shown on the required landscaping plan, as well <br />as on Public Works drainage plans. (SEPA Water and Other Policies) <br />No sto�water facilides, including detendon faciliries or veg� .:ed swales, shall be <br />located inside identified wedands, streams, or their buffer azeas. Natural we[lands <br />or wedands created for mitigation shall not be used for detenrion of untreated <br />stormwater. The swales must be designed to heip Ireat all stormwater runoff from <br />the site's paved areas but do not take water from the wetlands. (SEPA Water <br />Policies) <br />
