The wetpond control structure should be located at the <br />southeastern corner of the pond to facilitate access to it <br />for maintenance (unless the present location is accessible, <br />it is difficult to tell whether it is or not). An easement <br />should be obtained from the PUD and a 15� wide all weather <br />surface access road should be constructed to the control <br />structure fr.om West Mall Drive. <br />The wetpond does not meet the City's requirements for a <br />length to width ratio of 3:1. Solid baffles should be used <br />to create an effective .length to width ratio greater than <br />3:1. The standards al.o call for at least one baffle across <br />the width of the pond - this baffle should not be a <br />completely solid baffle. A wooden baffle essentially <br />constructed like a fence in the bottom of the pon3 has been <br />used successfully in the past. A plan detail and <br />information on an environmentally safe wood preservative are <br />attached for the applicant's in£ormation. <br />An idea for the configuration of tha wetpond, swales and <br />baffles is included. This configcration would address the <br />length to width ratios, the required baffle, the lack of a <br />swale, and the location of the control structure to allow <br />maintenance. However, the applicant would need to <br />demonstrate that adequate detention and wetpond volumes <br />would remain as part of the surface area and depth of the <br />pond would be lost. <br />The two dotted lines in the pond should be labeled in order <br />to avoid confusing future plan users. <br />The outlet of the wetpond must not be below the ordinary <br />water level of the northern wetland. <br />The actual contours for the pond and how they relate to the <br />surrounding topography must be shown. Only minor grading in <br />the wetland buffers is allowable. <br />The SEPA conditions call for a 10 foot buffer between the <br />wetpond and any buildings. <br />A planting schedule for the treatment areas of the wetponds <br />must be approved by Public Works. The plan should call out <br />the type of vegetation to be planted, the density of the <br />plantings, and the total number of plants needed. Plants <br />suited to the depth of water in the treatment areas should <br />be used, such as hardstem bulrush and/or cattails.
