i Introduction <br /> The Jay Group, LLC was contracted to perform a wetland deteimination/ delineation on <br /> an — one acre parcei, and ma��k the bound2ries of any wetlands found on site. 'fhe <br /> property is located adjacent to I �oily Drive, between Rosewood Avenue and 107�h Sireet <br /> SW, in the City of Everett, Snohomish County, Washington (Section 23, TownshiEi 28N, <br /> Range 4E). The parcel is currently undev�loped, with em�rgent, scrub/shrub and forest <br /> vegetation present on the site. Swamp Creek is located between 100 and 150 feet from <br /> the southwest boundary �f the subject parcel. �n-site field determination and wetlanc; <br /> delineation was performed on Februay 27, 2001. One wetland was found on-site. <br /> The east buffer of the on-site wetland was recently impacted by clearing/grading. <br /> 4pproximately 2,800-SF of wetiand buffer was cleared. City of Everett Biologist Liz <br /> ��reenhagen {per an on-site meeting 7/11/0�) requested that a planting plan and <br /> monitoring plan be prepared with regard to the restoration of the impacted wetland <br /> buffer area. This repert outlines the planting and monitoring pian. <br /> Vegetatiion Composition (pre-impact) <br /> The vegetation of the eastern portion of the parcel (prior to clearing) consisted primarily <br /> of scrub/shrub and forested plant community types. The upland areas were dominated <br /> � in the tree layer by Red alder (Alnus rubra) and D�uglas fir (Pseudotsuga menziesii), <br /> and Western hemlock (1'suga heterophylla) and Western red cedar (Thuja plicata) were <br /> scattered. The shrub layer was dominated by Salmonberry (Rubus spectabilis), Oregon <br /> grape (Mahonia nervosa), Salal (Gaultheria shallon), and Vine maple (Acer circinatum), <br /> with scattered Red huckleberry (Vaccinium parvifolium), Red elderberry (Sambucus <br /> racemosa), and Himalayan blackberry (Rubus discolor). Sword fern (Polystichum <br /> munitum) and Trailing blackberry (Rubus ursinus) dominated the herb layer. <br /> Plant Installaiion Timing <br /> Planting of the impacted wetland huffer (less than 3,OOC-SF in size) will take place in <br /> mid-fall to eariy spring to increa�� plant survival. This is generally the rainy season and <br /> during a normal year very little irrigation would be rEquired. Please see the Heather <br /> Homes Holiy Drive Wetland Buffer Planting Plan for species, quantity, locaiion, and size <br /> of buffer restoration plantings. <br /> Performance Standards <br /> 1. Invasive, exotic and undesirable species shall be represented by less than 1G% <br /> coverage in the wetland buf`er planting area. <br /> 2. Wetland buffer planting area acceptable cover standards shali be: <br /> 1 0�� <br />
