The off-sMe portions of this <br /> wetland (to the southwest) are similar in character and composition to the on-site <br /> portion. Du9 to its riparian associotion, this wetland meets the criteria of a <br /> Category II wetland psr the City of Everett Environmentally S�nsitive Areas <br /> Orclinance, 37.090. Categury II wetlands within the Cih� of Everett require a <br /> seventy-five foot standarri bufi'er width. <br /> The City of Everett Er:vironmentally SenslH��e Areas Ordinanc.e states that "non- <br /> water dependent activiifes may be allowed to aiter C�tegory II wetlands upon <br /> demonstration that (a) reduction In the size, scope, configuratlon, or densify of <br /> the project as proposed and all altemative designs of the project as propased , <br /> that would avoid or result in less adv3rse impact on a regulated wetland or its <br /> buffer, will not accomplish the basic purpose of the pt+oject; and (b) in cases <br /> where the applicant has rejected altematives to the projecf as proposed, due to <br /> constraints such as zoning, deficiencies of infrastructtare, or lot size, the applicant <br /> has made a reasonable attempt to remove or accommo��te such constraints" <br /> (Section 37.110). <br /> The City also may allow buffer width 'averaging, providing ihe total averaged <br /> buffer area Is not less than the area required by the standsrcl buffer width, and <br /> the averaging will not reduce the wetland functional values. The averaged buffer <br /> width cannot be less than 50% of the standard buffer width at any point (Section <br /> 37.100).
