!NTRODUCTION <br /> Project Description <br /> The Bwleson property is located at 10725 Floily Drive, Gverett, WA 98204(fig.l ). It is <br /> currently undergoing germitting requirements to construct a residential duplex in roughly <br /> the same location as the single family residence cunently at this location. The applicant is <br /> also proposing to vacate an onsite drain field and caunect to city sewcr systems. <br /> Construction activities may impact buffers to a small stream and associated wetlands on <br /> site. This study analyzes the site,as advised in pre-submittal advisories with City of <br /> �verett Planning staff for critical arcas pursuant to revised submittal requirements <br /> Ordinance 2090-06. <br /> Sitc Dcsrription <br /> The area laudscape appears to be long established suburban residential pazccls with a few <br /> �,:ede����oped lazger acreage parcels to the south roughly along ihe downsiream flow. <br /> Because the arca lies within the urban growth Uoundazies of the City of�verett, it is <br /> being quickly in-filled to more urbanized densities through recent devclopment trends. <br />, The neighborhood drainage is in the upper one-third of the Swamp Creek subbasin(fig. <br /> 2). <br /> The properiy is an acute triar�gle shape with the hypotenuse forming the rear, southern <br /> propeRy line 9(fig 3). The casterly border is perpendicular to Hoily drive,the weslem <br /> border,the apex of the angle. Roughly 50 ft of the east of the western apex is an outflow <br /> culvert channeling intennittent runoff from the north side of Holly Drive to the south. <br /> The water crosses the property for some 25 ft. and exits in a hardened channel across thc <br /> souihwestem neighbor's rear lawn. <br /> DNR water type criteria designates the onsite stream as Type 5-no presence of fish,on <br /> the norlh and south sides of Holiy Drive,and extending to the confluence of another <br /> tributary where the designation upgrades to Type 3 "assumed presence"of fish(fig3, as <br /> illustrated Snohomish Conservation District map). Interpreting these DNR ratings to thc <br /> stream classifications under GveretYs ordinance 2090-06 as mentioned nbovc,the <br /> westerly stream channel on the subject property is rated Type Ns, the contluence to ti�e <br /> west and on downstream is Type F. <br /> Vegetation along the stream is both facultative wetland scrub shnab and emcrgent species <br /> with some mature western red cedae The gradicnt of the stream does flatlen out <br /> sufficicntly to warrant wetland reconnaiss,^.nce, with delincation results also outlined in <br /> this rcport. <br /> � <br />
