The modifications would be done in a manner that adds to <br />open space in the area, as well as allow for the creation of new infrastructure. <br />(findings 1, 19-22) <br />4. Positive characteristics of the proposed development ca accomplished with <br />the nwdification as proposed. These include additions: : space, adequate <br />parking, and various designs. (findings 14 & 24) <br />5. The increase in the building height results in an increase of usable open space on <br />the property that would not be available with standard designs. Because of the <br />increased height, there is more open space on the lots and in the general site. <br />(findings 14 & 22) <br />6. The increase in building height would not impact the views and privacy of <br />abutting residences. (finding 20) <br />7. No commercial uses are proposed on -site, and the modifications would not create <br />any. <br />' 8. The proposed design, including the building separations and the increased height, <br />mitigates any impacts that are caused by the relaxation of the standards. It <br />provides for a design of attractive buildings, views and privacies of the abutting <br />residences are protected, and no impact to views and solar exposure result. <br />(finding 20) <br />' HEARING EXAMINER RECOMMENDATION <br />It is recommended to the Everett City Council that the rezone of property at 9208 Holly <br />' Drive, Everett, Washington be approved. The rezone would include a change from the <br />R-2, Single -Family Detached Medium Density zoning designation to an R-1(A), Single - <br />Family Attached, 10-12 dwellings per acre, zoning designation. It is also recommended <br />Uiat building and public works permits for construction of 50 single-family detached units <br />and modification of the 28-foot building height standard of the R-I(A) zone and <br />modification of the multiple -family standards for building separations be granted. These <br />' permits should be granted subject to conditions as set forth in the Final Mitigated <br />Determination of Non -Significance dated December 14, 2006. <br />Done and dated this 2nd day of February, 2007. <br />A <br />James M.
