Visual impact to surrounding properties caused by parking facilities in the <br />proposed development and whether such impacts are less than would result from <br />compliance with the development standards and/or design guidelines proposed to <br />be modified. <br />e. If the development proposes greater building height than permitted by the zone in <br />which the property is located, does the increase in building height result in an <br />increase in the usable open space on the properly over what would be provided by <br />a meeting the development standards and design guidelines proposed to be <br />modified. <br />f. If the development proposes greater building height than permitted by the zone in <br />which the properly is located, does the increase in building height impact the <br />views or privacy of abutting residentially zoned properties? <br />' <br />g. The Applicant requested approval of a rezone of property at 9208 Holly Drive, <br />Everett, Washington. The property, developed as the Holly Vista Mobile Manor, <br />a mobile home park, is currently zoned R-2. The Applicant seeks a rezone to a <br />r- <br />designation of R-I(A) in order to develop the subject property with 50 single- <br />family detached units. The Applicant also seeks modifications of the 28-foot <br />building height standard and building separation standards for multiple -family <br />F. <br />structures. finding 1) <br />2. The review criteria for Site Specific Rezones have been considered. The <br />proposed rezone is consistent with the Everett Comprehensive Plan. (findings 6 <br />& 7) The proposed amendment bears a substantial relation to the public health, <br />safety, and welfare, and the proposed rezone promotes the best long-term interests <br />of the Everett community. (findings 9, 10, 11, 16, & 17) The proposed rezone <br />mitigates any adverse impacts upon existing or anticipated land use in the <br />t <br />immediate vicinity of the subject property. (findirgs 19 & 17) <br />3. The modifications of the building height to exceed the permitted 28-foot height <br />standard and the modification of building separation standards that require <br />buildings on the same lot be separated by ten feet (plus additional footage for each <br />floor) are reasonable as proposed.
