18. A 2 year .maintenance assurance device must be provided for the landscaping per Section 35.13013 of the Zoning Code. 19. A minimum of 16,800 square feet of open space is required on the site per Section 15.030 of the Zoning Code. Calculations for open space areas must be provided on the plans submitted for Building Permits. Landscaping in the parking areas and setbacks shall not be counted in meeting this standard. 20. On -site recreation facilities must be provided per Section 15.110 of the Zoning Code. Prior to the issuance of Building Permits, the Planning Department must approve a plan for on -site recreation facilities. As part of the building permit application, the Applicant must submit a recreation plan including standards and specifications for recreation areas and equipment, both inside and outside the building, including pictures of proposed equipment. If sufficient information is not known at time of submittal for building permits, minimum specifications or examples must be provided. Prior to the issuance of Building permits, the Planning Department must approve a plan for on -site recreation facilities. Tot lots must be located in central areas, where adequate supervision of children can be provided. NOTE: Applicant must provide square footage of the units in order for staff to determine recreation impacts. 21. Building facade modulation and roofline variation must be provided per Section 15.050 of the Zoning Code. The maximum permitted wall length without building facade modulation is 30 feet. 22. The Snohomish County PUD currently has sufficient capacity to serve the proposed development. GTE Northwest Incorporated has facilities near this location. However, any building entrances must be coordinated at least 60 days in advance. The cost of any relocation of GTE facilities that is required to construct the new apartments will be at the total expense of the developer. Any relocation will take 60 to 120 days. Please contact Debbie Condron, Engineer-OSP at 356-4053 if you have any questions regarding this building entrance. 24. GTE Northwest Incorporated will provide service to the site. However, new telephone cable construction will be required in conjunction with the site development. GTE's engineering will begin when they are notified of your construction schedules and telephone requirements. It will be the developer's responsibility to provide a suitable combination of conduit and trenching and/or riser conduit to accommodate GTE's network communications cable within the complex. Provided that an acceptable combination of conduit and/or trenching is incorporated into the project to accommodate GTE's entrance cable, there will be no costs to the developer for GTE's cable. If a rearrangement of existing cables on pramises or on the right-of-way is necessary, appropriate charges will be estimated and GTE's Guaranty of Payment form will be forwarded to you for your signature. Prior to commencement of GTE's engineering for such rearrangement, a deposit will be required. To insure timely telephone service, GTE requests ninety (90) days lead time for engineering, procurement, and installation of cable and/or GTE's equipment.
