'Ihe Applicant has requested a Special Pcoperty Use Permit for a <br /> pre-school and day care to be located and operated at 9709 Holly Drive, <br /> �Uerett, Washington. �he facility, which will provide services for a <br /> maxim�nn of �30 children, is located in a newly constructed 6,000 square <br /> foot building. 'Ihe subject property is a parcel of land that cronsists of 62,513 squate <br /> feet and has a zoning designation of R-3, Multiple Family Inw Density <br /> Residential. 7he land is currently vacant. (staff report) <br /> 3. �e property to the north is undeveloped and is zoned as R-3. The <br /> properties to tl�e south and west are developecl with single family and <br /> multiple family units and ha•✓e a R-3 zoning designation. In addition, <br /> part of the property to the south has a C-1 designation. 'It�e property <br /> to the east is developed commercially and has a C-1 designation. <br /> (staff report) <br /> 9. Zhe site is flat and has limited vegetation. 7Y�ere appears to be no <br /> significant natural features on site. (staff report) <br /> 5. 'Ihe �erett Municipal Code 19.58.O10.0 (1) requires that schools, <br /> public or private, be reviewed under the Special Property Use <br /> provisions of the City of �erett. In review of an application for a <br /> Special Property Use Permit, the following criteria must be satisfied: <br /> A. �he proposed use must be reasonably compatible with other uses <br /> and potential uses within the general area in which the use is <br /> pcoposed to be lxated; <br /> B. �Ihe use must not have a serious adverse effect on the ecology <br /> and/or environment of the camnunity; and, <br />� <br /> C. 2he use must serve the public convenience and necessity. <br /> (administrative finding) <br /> 6. Pdmitted as er.hibit 5 to the hearing was a site plan depicting the <br /> proi�osed developnent. A copy of the site plan is attached hereto and <br /> by this reference is heteby incorpocated as part of these findings. <br /> (exhibit 5) <br /> 7. Access to the site is off Holly Drive.
