'Ihe Applicant suhmitted that it is his intention to drain storm water <br /> from Holly Drive along the frontage of the property to the south and <br /> tie into an existing 12" storm sewer at the south property line. <br /> According to hhe Applicant, existing grades will allow this tyFe of <br /> drainage (exhibit 8) <br /> 15. 'It�e Applicant submitted that mitigated condition #17 of the SEPA DNS is <br /> a requirement that is excessive because of the excessive fronta9e on <br /> Holly Drive. According to the Applicant, much of this fronta9e is not <br /> owned by the developer and cannot be improved. (e�chibit 8) <br /> 16. 'Ihe site will initially be served by the Mukilteo Water District. A <br /> water and sewer plan must be approved by the District. (Wood testimony) <br /> CONCLUSIONS <br /> 1. 'Itie Application is for the approval of a Special Property Use Permit <br /> for a dey care and pre-school to be located and operated at 9709 Holly <br /> Drive, Etberett, Washington. <br /> 2. The subject property is zoned R-3, Muitiple Family Law Density <br /> Residential. <br /> 3.
