' � �✓� • <br /> T0: Jim I1es , <br /> FROM: Marian Dent �j�� <br /> DATE: December 13, 1984 <br /> SUBJECT: Illegal duplex at 1214 Hoyt <br /> I recently received a complaint of an illegal duplex at 1214 Hoyt. <br /> The complair,ant is Mr. Howard Maier who owns property next door <br /> to 1214 anG has indicated a problem with park9ny in the area <br /> because of the multiple family usage of the duplex. <br /> I started to research the problem and talked with Pearl in Planning. <br /> Their records do not show a conversion from single family to a <br /> duplex. The zoning in the area is R-2 but all the other require- <br /> ments pertaining to lot size and parking stalis cannot be met. <br /> I checked with the Utiliry Billing Department and their• records <br /> indicate thet there is a metered service at this address. A flat <br /> rate service is for single family dwellings and a metered service <br /> is for multi-family dwel' ing pur�oses. Apparently the service was <br /> change�i in 1981 . <br /> I checked our files and found nothing for a conversion of the <br /> building. However, I did find where an electrical permit and a <br /> building permit were issued by our deoartment for "repair and remodel <br /> of existing duplex" . I researched the County Assessor's records <br /> and all revaluations from 1973 to February 1984 indicate that the <br /> structure is a single family dwelling. <br /> I have talked with Mr. Maier and advised him that all indicatior,s <br /> were tnat this was an illegal duplex. Pearl in Planning asked that <br /> I send a letter to the owner stating that the structure r�ust <br /> be converted back to a single family dwelling. I told Pearl I would <br /> rather have our Legal Staff handle this situation. <br /> Aside from all this, the ownership was confusing on the Assessor's <br /> records. I'll attempt to explain what was found. <br /> In the Assessor's field book, the name of Carol Hill is crossed <br /> out and Richard Arkley is written in. This is what the Assessor's <br /> Office does when a change in ownership has taken place on the <br /> property. Also, "Sales Data" on the same page indicates that there <br /> was a Quit Claim Deed processed on 8/3/82. <br />
