Rice in <br /> clearing the premises of debris and fixing up of the <br /> structure. There was a problem concerning the fact that <br /> the structure was unoccunied and Mrs. Rice ' s qualifications <br /> for a loan from CIiIP. <br /> Another meeting was held in the afternoon with D1ia and Vic <br /> of the CIIIP Office, Mrs . Rice and myself. Mrs. Rice said <br /> slie wanted to work on clearing the premises by bagging up <br /> the trash and having a special garbage pick up. She in- <br /> formed us that she would be doing all of this herself and <br /> would start working on it Priday morning and again on <br /> Saturday. I iold her to give me a call first thing on <br /> Monday morr,ing because I wanted to talk with her and also <br /> take a look at the house to observe her accomplishments. <br /> She agreed to this. I then left the meeting so that she <br /> could dis.^.uss her financial position with �1ia to determ'ine <br /> her qualifications for CHIP funds . <br /> I talked �vith Mia after her meeting with htrs . Rice and Mia <br /> informed me that t1rs. Rice was very reluctant to sign the <br /> pauers and took them home with her. <br /> I�pril 9, 1982 - I met with our legal staff to determine if <br /> there was available city funds in accordance with our codes <br /> which coul.d be used to assist Mrs . Rice . A£ter reviewing <br /> all codes, all avenues of assistance had been exhausted <br /> with no help in si.9ht. I then checked once a9ain with Dave <br /> Koenig and he said that Dlock Grant funds or CHIP funds could <br /> Ue available provided that jus.tification of the funds was <br /> for the imprevement of the neighborhood. <br /> April 12 , 1982 - Mrs. Rice had not called the office by 9 :00 a.m. <br /> so I waited until 9 : 10 a.m. and tried to call her. There was <br /> no ans�ver so I pxoceeded to the house at 1812 Hoyt to observe <br /> what she had accomplished over the weekend. The back3ocr was <br /> locked but the back porch was in the same conditi.on as in the <br /> ��ast. For anyone to work cl�aring out thc structure, the porchs <br /> on the front and rear of thc house �.�ou1d have to be cleared. <br />
