WASNINGTON <br />The structure at 2120 Hoyt Avenue was posted as unlawful to occupy <br />on February 5, 1974, after we found it open to the public, sub- <br />standard and apparently abandoned. We notified the owner, Mr. Ronald <br />Phelps, of our action, by letter, on February 25, 1974. <br />Mr. Phelps responded to us by letter and advised us that he would <br />have the necessary corrections completed by the end of March 1974. <br />A .reinspection of the property on March 29, 1974, revealed that no <br />work had been started.' We noticed that some cleanup work had been <br />accomplished but the building was still open to the public and <br />further deteriorated. <br />Since that time we have received several complaints from surrounding <br />neighbors, particularly Mrs. H. E. Wise of 2118 Hoyt Avenue, and <br />Mrs. Earl Torgeson of 2121 Rucker Avenue. Most of the complaintants <br />object to transients using the house. They are also critical of - <br />the appearance it presents to the neighborhood. <br />We had several telephone conversations with Mr. Phelps during the <br />next several months and have been unable to arrive at a solution <br />to the problem. We have also spoken to Mr. Dunihoo, who is allegedly <br />purchasing the house o:i contract. <br />On June 3, 1974, after we found the structure being used by children, <br />and being vandalized, we issued a formal "Notice of Unsafe Building" <br />to Mr. Phelps. This notice was received by Mr. Phelps co-worker <br />on June 7, 1974. <br />On July 24, 1974, Mr. Dunihoo made an application for a building permit <br />to repair the structure but did not return to complete it. <br />Since August 1974, we have been attempting contact with both Mr. <br />Dunihoo and Mr. Phelps, but have been unable to reach either one. <br />A Notice of Building Officials Hearing was mailed to Mr. Phelps on <br />October 20, 1974, by first class mail. The hearing was held on <br />November 21, 1974. Neither Mr. Phelps, nor his representative, <br />attended the hearing. <br />On November 27, 1974, we mailed a "Notice of Council Presentation" <br />to fir. Phelps by Certified Mail. This notice was returned to us <br />marked "Moved -Left No Addre_s". <br />Our latest inspection of the property was made on December 4, 1974. <br />We found it further deteriorated, being vandalized and easily <br />accessible. <br />I respectfully request permission to advertise our intent to abate <br />the structure and to present the matter to the City Council at the <br />regualr meeting on January 22, 1975. <br />
